The water temperature must not exceed Hygienic requirements for ensuring the safety of hot water supply systems

Difference in DHW usage between country house and an apartment mainly lies in the fact that in the system of individual autonomous heating it is always possible to control and adjust the temperature and pressure of the coolant flowing through the pipes, and in centralized system heating, these parameters are set in the boiler room, and the owner of the apartment cannot influence the adjustment of the characteristics in any way working fluid. But, what should be the temperature of hot water, you can control in the apartment. This must be done at least to ensure that the temperature of hot water and heating complies with the standards and provides comfortable accommodation and use hot water in the bathroom, kitchen and other taps. Therefore, if during the year, instead of hot water of a certain temperature, you get barely warm or even cold, then you should think about how and where to write an application in order to achieve the targeted spending of your utility bills.

How to set the temperature range

About what temperature should be hot water in plumbing and central heating, the information is set out in SanPiN 2.1.4.2496-09 ( sanitary regulations and norms determining the temperature of hot water and heating) and GOST R 51617-2000 (air temperature in the room when using heating and hot water). The parameters do not change for a long time, as they are determined by the appropriateness of these values - a person should feel comfortable and not experience any inconvenience when using hot water in one form or another.

Since the temperature of the DHW water depends on technical solution for the water supply of a house or apartment, then for the cold water and hot water lines the temperature will always be different. Temperature in DHW system should not go beyond 60 0 C-75 0 C for all points of water intake. If a DHW schemeclosed type, then the minimum allowable water temperature should be 50 0 C, for open DHW- this is 60 0 C.

Housing and communal services standards contain the following tolerances: decrease in temperature by 5 0 C at night (from 0.00 to 5.00) and decrease in temperature in the daytime by 3 0 C (from 5.00 to 0.00). These rules are based not only on the comfort of using hot water, but also on the safety of residents. In case of deviation from the regulation more than the specified limits for every 3 0 C, residents have the right to demand a reduction in payment for hot water supply by 0.1% for every 60 minutes of violation. If, during control temperature measurements, the thermometer showed a temperature of ≤ 40 0 С, then payment for utilities is carried out at the rates for paying for cold water supply. To confirm the data, it is necessary to carry out an official measurement and draw up an act certifying the deviation from the SanPiN regulations.

If the water in the pipes is hot, it can cause burns, especially to children. In addition, modern pipe lines are plastic or metal-plastic, and the high temperature of the water has a destructive effect on them. If the temperature in the pipes is more than 76 0 С, a violation of the regulations occurs, as well as when the temperature drops to 56 0 С, and the tenants have the right to write an individual or collective complaint against the utility company.

There is also another rule that makes it necessary to regulate the hot water supply in the apartment within 60-75 0 C. warm water microorganisms and pathogenic bacteria begin to multiply rapidly and actively. Thus, the limit temperature range must cover the values. In which a person will not get burns, but microorganisms will die without harming consumers. This rule is especially relevant for children's and medical institutions.

In warm fresh water legionella, a bacterium that causes pneumonia of unknown etiology, multiplies well. This means that in most cases the disease is not defined or is not defined correctly, which leads to improper treatment with corresponding results, up to deaths. But in hot water, legionella dies depending on the temperature:

  1. At 70-80 0 C, the water is completely disinfected - all bacteria die instantly;
  2. At 66 0 C legionella dies in 120 seconds;
  3. At a temperature of 60 0 C, microorganisms die in 22 minutes;
  4. At 55 0 C, bacteria die in 6-7 hours;
  5. At a temperature of 20−45°C, the active phase of legionella reproduction begins;
  6. At temperatures ≤ 20°C legionella cannot reproduce due to the cold.

Based on the foregoing, it becomes clear that high temperature there comes a safe use of hot water in terms of morbidity, but unsafe in terms of possible receipt burns:

  1. When the water temperature in the hot water supply is ≤ 50 0 C, there is a sufficient degree of probability of getting burned;
  2. At a temperature ≥ 65 0 С, burns on the skin occur in 2-5 seconds;
  3. At a water temperature of 55 ° C, a burn can be obtained in one and a half minutes.

Problem solved in the following way: hot water with central distribution residential buildings first stored in tanks where the temperature is maintained sufficient to kill the bacteria. As DHW is supplied to the houses, its temperature drops to a regulated level, and the use of DHW should be carried out only when cold water is connected to the house at the same time.

Hot water quality

What regulates snip, GOST and SanPin ? Decree SanPiN 2.1.4.2496-09 clause 2.4 regulates the temperature standards for transporting water to residential buildings, and the temperature limits for hot water in an apartment are 60 0 С to 75 0 С. In addition, hot water in an apartment should not have extraneous odors and flavor impurities. If, for some parameters, the temperature regulation is not observed, a complaint can be written to organizations involved in the delivery of hot water to residential buildings in order to eliminate the cause of the violation of GOST. In each region, the application form will be original, so here are a few examples of such applications:

How to measure temperature

To find out what temperature hot water norm or not, independent measurements are carried out first, and only after this it is necessary to invite official representatives of the utilities to conduct official measurements and draw up appropriate supporting documents.

To independently measure the temperature of hot water, open any hot water tap and drain the water for 180 seconds, then fill any container with water (for example, liter jar) and measure the temperature with an ordinary household thermometer. To do this, lower it into the jar for a few minutes and wait until the thermometer readings stop changing. If the thermometer reads too low or too high, contact the utility companies with appropriate statements. If for some reason it is impossible to make a written request, then the dispatcher is obliged to accept an oral telephone complaint or an application for a control measurement by official representatives of the company. If the violation is eliminated without control measurements, the dispatcher is obliged to inform the applicant about this.

If the reason why the temperature schedule is violated is unknown, then a representative of the utility organization is obliged to arrive at the applicant for an official no later than 120 minutes after receiving any statement - oral or written. Other time intervals are discussed with the applicant.

Repeated measurements of the DHW temperature are already made by an official, after which an act of measuring the water temperature must be drawn up, and on the basis of this document, in case of a clear violation, a recalculation of the payment for DHW at other tariffs must be made. The act is drawn up in two copies, one copy is sent to management company, the second must be with the landlord.

How to write a complaint to the management organization

If the temperature chart DHW mode is violated constantly and regularly, then tenants can write a collective or individual complaint against the management company that transports hot water. In order for a complaint to have legal force, it must be drafted legally competently, with facts and arguments. Any notary or lawyer can assist in the preparation of such a document.

The header of the document should contain correct name the organization against which the complaint is being filed, and the name of the responsible manager (if known to the complainant) to whom the document is addressed. The personal data of the applicant are indicated below: last name, first name, patronymic, address at which the applicant is registered, contact information for subsequent communication regarding the application.

General complaint form:

  1. Title of the document;
  2. Statement that the temperature schedule is violated when providing residents with hot water according to the application form in accordance with federal law No. 195 under article 7.23;
  3. The application itself contains the description and essence of the complaint. It is necessary to write in the document that independent and control measurements of the DHW temperature were carried out with the report of information from the previously drawn up act: date of measurement, personal data of the employee who conducts control measurement hot water temperature, temperature parameters;
  4. The complaint must end with the requirement to eliminate violations in the supply of hot water supply or to eliminate violations of the temperature regime of hot water supply. In addition, you can oblige the company to inform you about the performance of the relevant work;
  5. At the end of the written complaint, the date of its preparation is indicated and the signature of the applicant is put. The complaint must be filed and registered in 2 copies. The document is sent to the managing organization by registered mail with a notification, or is independently delivered by the applicant to the company's office.

The second copy of the complaint, which remains with the applicant, must contain a mark on the receipt of the document, and it must also indicate the date of receipt of the application and bear the seal of the managing organization. The response to the complaint must be received no later than 30 working days.

How to request recalculation in case of deviation from the temperature schedule

How is the recalculation done DHW payment if the temperature schedule for supplying hot water is violated? Having a control measurement certificate in hand, confirmed by an official of the management company, you need to visit the management organization in order to issue a recalculation of the hot water service.

If the DHW temperature at the time of measurement was ≤ 40 0 C, then pay DHW consumption it is necessary, according to the legislation, according to the tariffs for cold water. Thus, in order to carry out an official recalculation, you need to have an act of measuring the DHW temperature in your hands. Before drawing up the act, an application for measurement is submitted, the document must contain the registration number, the time of acceptance into office work, and the data of the dispatcher who accepted the application. If the act was drawn up during a technical failure, and subsequently the temperature of the HW returned to normal, the dispatcher is obliged to notify the applicant about this, indicating the timing of the emergency DHW operation and time to repair a breakdown in the pipeline.

With a constantly low temperature of hot water, it is reduced, and for unclear reasons for this decrease, you should decide with a company representative (dispatcher) about the time for a control measurement of the hot water temperature. After measuring and drawing up several copies of the act according to the number of participants in the measurement, the document is sent to the authorities that approve or do not approve the fact of the need for recalculation.

AT winter time measurement is done according to outdoor temperature and conditions for thermal insulation of the DHW line.

Features of measurements

  1. When measuring the temperature of the hot water supply, the water from the tap must be drained for at least 2-3 minutes;
  2. The drain time depends on the scheme for supplying hot water to the measuring tank (for example, from an “independent” pipe or from a valve in a bathroom or kitchen).

The Code of the Russian Federation on Administrative Violations contains Article 7.23, which provides for penalties or administrative sanctions for violation of the regulations for providing the population with hot water supply. Therefore, the measurement and subsequent actions should be carried out officially and documented in order not only to establish the fact of a violation, but also to determine the exact time frame in which the payment for DHW services will be recalculated. In this case, the initial date is the time of drawing up the metering act, the end date for recalculation is the date of checking the compliance of the temperature regime for the supply of hot water after the elimination of an accident, breakdown or other reason for the violation of the schedule. If the management company refuses to recalculate, the applicant has the right to file a complaint with Rospotrebnadzor or the courts.

If violations fall within the scope of Federal Law No. 195 under Article 7.23, then the defendant may be fined, while the amount of the fine for an individual performing person may be 500-1000 rubles, for an organization - 5000-10000 rubles.

When paying for utilities, you have the right to demand that the management company fulfill your obligations in full, and receive the appropriate quality of services and products for your money. Therefore, if you see that the service does not correspond to the declared one, do not be afraid to protect your rights and demand that the company providing the service fulfill its obligations. When owning complete information about DHW standards, temperature charts and permissible deviations, you can challenge the illegal actions of service provider companies by accompanying your claims with the relevant documents: measurement reports, statements on the recalculation of payment for services, correctly executed complaints to higher authorities - Rospotrebnadzor or the court.

What to do if water does not meet the requirements of SanPiN

If you have a need to recalculate payments for inappropriate hot water delivery services, then your actions must take place in the legal field, namely, comply with the requirements of government decree No. 354 Russian Federation, which establishes the rules for the provision of public services to consumers.

Requirements that will govern your actions as an aggrieved consumer:

  1. If you find a violation, then you must inform the dispatcher in writing or orally. In any case, do not forget to indicate your coordinates - personal data, address, reason for contacting. The dispatcher is obliged to register your appeal and give it a go;
  2. In response, the dispatcher must provide you with his data, the registration number of your application and the time of its submission;
  3. the fact of violation of the provision of services must be checked by the dispatching service and recorded. For this, an additional check of the violation is carried out together with the applicant, about which an act is drawn up. According to clause No. 108 of Decree No. 354, such an inspection must be organized no later than two hours after the receipt of the claim. Other time is agreed with the applicant;
  4. After the audit, an act must be drawn up, as a result of which violations will be eliminated. The document must contain a description of the violation, if it was detected, how and with what the control measurement of the DHW temperature was carried out, the measurement time and the address at which all the described actions were carried out;
  5. For each participant in the audit, a copy of the act is drawn up, the applicant must also have one copy.

If you, as the applicant and the injured person, do not agree with the results of the check and measurements, you can request an additional examination. The repeated check is coordinated and carried out in the same way as the primary one, only the expert already participates in it. If the fact of violation is not confirmed and fixed during the repeated check, then the expenses for the examination shall be borne by the applicant.

Actions after receipt of the act

After you have completed all the documents and received an act of violation of the quality of utilities for the delivery of hot water, your next step is to file a request for recalculation of payment. You can find out the time for which the recalculation should be made from the information above.

Term of violation temperature graph counts:

  1. From the time of bringing information about the violation to the dispatcher;
  2. Until the time of the parameter recovery check.

If the correct DHW has not been restored within this time, then the service is considered incomplete and you are entitled to reclaim it.

The norms for hot water supply, cold water supply, the norms for the temperature of the supplied water, as well as the sanitary norms for hot water supply are painted. The allowable ranges of water temperature and the amount of water per person per day are given.

Consumers at the cold water supply should receive only clean and potable water. The requirements for hot water supply at the tap differ from the requirements for cold water supply in that they are aimed only at maintaining the temperature regime, and not at the quality of the water.

Hot water standards

  1. The heating network of the central hot water supply, which has a water intake, is obliged to supply water to the consumer at a temperature of 60 degrees and not a degree less;

  2. When heating water in the central hot water supply system using a water heater, its temperature should not be less than fifty degrees;
  3. (See also: )
  4. By local hot water supply systems, hot water must have a temperature above sixty degrees at the outlet;

  5. When supplying water to comprehensive schools, orphanage, preschool institutions, as well as some medical institutions and social welfare institutions, there are restrictions and water should not exceed a temperature of 37 degrees;

  6. The temperature regime when supplying hot water should not exceed 75 degrees.

Sanitary standards for hot water consumption

The standards for hot water supply are clearly spelled out in the sanitary standards for hot water supply; when calculated per person, it is from 85 to 100 liters per day. Hot water supply has clear requirements that apply to hot water (domestic and industrial purposes). Sanitary standards hot water supply, rules for draining water into the sewer are provided. When designing a similar system, detailed information on this topic can be found in the GOST of hot water supply. (See also: )

Notes:

  1. The normative consumption of utilities is established and complies with the quality requirements of these services, which are provided for by the legislative regulatory legal act.

  2. To determine the standard for the consumption of utilities, the number of storeys, depreciation of in-house engineering equipment, and the type of heat supply systems are taken into account.

  3. The utility service, which is aimed at providing property in an apartment building, is accounted for when setting the utility consumption standard.
  4. (See also: )
  5. The rate of consumption of utilities applies to hostels.

Important! To calculate the hot water consumption rate, you need to know how much hot water is consumed by one person during the hour of greatest water consumption. Residential buildings consume - 7.9; 10 and 10.9 l/person-h.
Dormitories with shared showers - 6.3 l/person-hour, if there are canteens and laundries in addition - 6.5 l/person-hour.
Hotels spend - 8.2; 16 and 12 l/person-hour.

The rate of water consumption per person, if available regular bath or soul is 105 and 120 liters per day. In high-rise buildings with 12 or more floors, the norm is 115 and 130 liters per day. (See also: )
In dormitories where shared showers are installed, as well as canteens and laundries - 80 liters per day. Hotels, motels and boarding houses with installation shared baths, as well as in the presence of showers, the water consumption is 70 liters per day, and with installed bathtubs in all rooms - 200 liters per day (with showers in all rooms - 140 liters per day).

The temperature standards for hot water supply directly depend on what type of hot water supply system is used.
Local centralized systems are connected to open heating systems, with such a water supply system, the temperature should be 60 ° C, and systems, closed view, should give out water 55 ° C.

To determine the heating surfaces of water heaters in the nomogram, the coefficient was reduced to 0.75. It allows you to take into account heat losses in networks, and also controls the level of scale that is deposited on the walls of brass tubes, which are the heat transfer surface.

Selection should be made based on set flow hot water supply systems.

Cold water consumption standard

  • The standards for hot and cold water supply are set in accordance with the requirement for the quality of utilities, which are provided for by law.

  • To determine the standard for the consumption of cold water, the number of floors in the house, the degree of wear of the building engineering equipment, and the type of heat supply systems used are taken into account.

  • Cold water supply, designed to provide common house property apartment building.

  • A closed heat supply system, in addition to the indicated water consumption, when providing a utility service of cold water supply, when calculating the amount of payment for hot water supply, the volume is also taken into account cold water, which is necessary for the preparation of hot water, the amount of which is agreed in Appendix No. 2 of this order.

  • The same standard for the consumption of utility services of cold water is calculated for hostels.

Hot water temperature standards

Processes using hot water require different temperature conditions. The woodworking industry uses 35-40 degree water to soak wood. Water at a temperature of 50 ° C is necessary when recycling water supply in the manufacture of capacitor paper. A temperature of 60°C is required for pulp washing.

At a temperature of 220-240 degrees, fiberboards are produced. Textile and food industry use water with a temperature of 60-65°C. In galvanic processes, water is used at 80-90 °C, and the preliminary washing of the metal should be carried out at 70-90 °C.

Advice! Analyzing these examples, it is clear that the standard for the consumption of hot water for sanitary needs, as well as industrial needs, can be provided with one hot water supply system that will heat drinking water up to 50-65 ° C in offline source heat.

Today there are many branches of production, the technology of which requires the use of technical water different quality and temperature, including water drinking quality at elevated temperature. Such businesses usually create different systems hot water supply to supply water of various qualities and temperatures.

The principle of calculating hot water pipelines

The calculation of the supply pipeline for hot water systems is made by selecting pipelines of such a diameter that the supply pressure is used to the maximum to ensure the supply of the required amount of hot water to provide remote and high-lying points of water intake.

The use of materials is allowed only if there is an indexed link to the page with the material.

The situation when hot water in the tap cannot reach the proper temperature level in any way is not such a rarity. And in order to understand that the problem exists, it is not at all necessary to measure the degree of water, it is enough to try to take a bath. Such an event will be more like hardening than a hygiene procedure. What should be done if the temperature of hot water is clearly far from the norm, and where in this situation one should file a complaint.

According to the approved documents, the norm for the temperature of hot water supplied to residential premises in apartment buildings, must be at least 60 degrees.

The exception is at night, in the interval between 0.00 and 5.00, when a decrease in the established standard is allowed, but not more than 5 degrees. In the daytime, an indicator of at least 57 ° C is permissible.

What are the temperature standards for hot water established by SanPin

The temperature of hot water according to SanPiN, according to Decree 2.1.4.2496-09, must comply with the following standard - minimum score falls at around 60 ° C, and maximum level corresponds to 75 - degree indicator.

Small deviations are allowed within the limits not exceeding five degrees at night and three during the day. Before approving such norms, experts had to take into account at what temperature unfavorable conditions are created for the vital activity of harmful bacteria. Also, hot water should not cause burns to the skin. Monitor whether this decision is being implemented , authorized by the State Housing Inspectorate.

Public utilities are not entitled to establish their own temperature norms water in residential areas.

If the norms do not comply, what is the coefficient for calculating hot water

Knowing the answer to the question, how many degrees hot water should be, it is necessary to understand what calculation coefficient should operate if this norm is violated.

If it is found that hot water supply is supplied in violation of the established temperature standards, a recalculation of the payment must be made. If the temperature does not reach 40 degrees, payment must be made at the cost of cold water.

The algorithm for calculating the coefficient, if the indicator of the norm is violated, is as follows:

Every three degrees below the norm give an hourly tariff reduction of 0.1%.

Hot water not up to standard where to complain

The main issue that worries residents apartment buildings if the hot water is not up to standard - Where to complain?

According to established rule, you must first call the housing and communal services or the management service. You should state your situation to the dispatcher or service worker. Also, a similar action should be performed if there is no hot and cold water - you need to call the dispatch service. In this case, it is necessary to write down the time of the call, the number of the application and the name of the dispatcher who accepted it.

If this was emergency situation, then it should be eliminated, but if the reason for the decrease in temperature in the faucet (at the place of water intake) was not an accident, and the problem was not solved, then it is necessary to contact the utility service in person and state your situation on paper. In the application, you must indicate the measurement indicators at night and daytime, your passport data, address.

Further, the utility service, by prior agreement on the time of the event, should provide a free service for measuring the temperature indicator of hot water. After that, an act is drawn up based on the data received, and a decision is made on the need for recalculation. One of the copies of the act must without fail issued to the owner of the dwelling.

Measurements are taken according to installed system. Water for this descends within 3-5 minutes.

How to make a complaint

You can file a complaint on a printed form or write it by hand. It must include the following information:

  • Details of the person filing the complaint - name, address. Usually located in the corner of the sheet on the right side
  • The name of the organization to which the complaint is being filed
  • Briefly describe the problem
  • Link to regulatory documents
  • Indicate the inaction of the organizations to which the applications were sent, if any
  • List the documents attached to the application
  • Put signature and date

A complaint is filed with the housing and communal services or the Criminal Code, and in case of receiving a written refusal from their side, the application is submitted to the court, the prosecutor's office or to Rospotrebnadzor.

How to request a recalculation

In order for the recalculation to be made, you should apply with a claim to the housing and communal services. A copy of the temperature measurement report must be attached to the application. Such an act can be drawn up independently by inviting neighbors as witnesses.

Also, the application is accompanied by information about contacting the emergency service or the dispatcher of the housing and communal services - date of contact, application number and reason for contacting. It is possible to draw up a collective appeal from the residents of the house.

If the recalculation is not made, you should contact the district court or the prosecutor's office.

Fighting for your rights, you should remember the main thing - non-compliance with the norms of hot water in the tap not only causes inconvenience, but is also a serious offense on the part of housing and communal services. Hot water supply and heating should be under constant control.

Hot water is an integral part of human comfort, just like electricity, gas and heating.

Often, citizens are faced with a situation where hot water can only be called because it flows from a hot tap. Naturally, such cases do not please anyone.

Therefore, you should figure out what to do in such situations, because the temperature of hot water in the tap according to the SNIP standard in 2019 is strictly established. The 2019 standard remains unchanged compared to the previous ones.

In accordance with sanitary rules and regulations under the legislation of the Russian Federation, the allowable limits of hot water should be from 60 to 75 degrees. It is these values that you need to focus on.

All citizens have the right to use hot water and complain when faced with a violation of SanPiN. Because if the water flows very cold, then a person not only loses amenities, but also endangers his own health.

The temperature regime of hot water, which is supplied to the water supply systems of an apartment building, is established by the Sanitary and Epidemiological Service, SNIPAs and GOSTs.

In accordance with the above acts, the hot water standards are as follows:

  1. Not less than 60 degrees for an open heating system.
  2. At least 50 degrees in a closed heating system.
  3. Not higher than 75 degrees, regardless of the system.

This is exactly what hot water should be in a tap according to GOST. The lower threshold of the norm is set in such a range to protect water from pathogenic bacteria.

If the water temperature exceeds 75 degrees, then this can cause failure of the plastic water supply system that is installed in each modern home. But these standards do not depend on the type of water supply system.

It is worth noting that in the legislation, which is also valid in 2019, you can find permissible deviations from the norm.

They should be no more than:

  • three degrees in the daytime;
  • five degrees at night.

If the deviations are greater than the specified values, then consumers have every right to demand a reduction in fees. If hot water is at low temperature or does not reach 40 degrees, its cost should be calculated as for cold water supply.

If the water temperature is too low, this can cause contamination of the liquid by infectious agents and bacteria. At the set minimum temperature threshold, harmful bacteria are doomed to death.

Very hot water can cause skin burns.. Even at a temperature of 55 degrees there is a risk of burns. Therefore, citizens who are connected to the system open water supply, advised to mix hot water with cold.

Exceeding the temperature threshold will cause damage plastic systems water supply. We will have to make repairs, and who should pay for it is a big question.

In addition, all the time while the citizen will find out the reason, and he will have to sit without water to look for the culprit in this incident.

If the water temperature drops to 59 degrees or rises to 76 degrees in open system water supply - this is considered a violation of the rules for the provision of public services. But minor deviations from the norm are provided for by the rules.

A complete suspension of hot water is possible in two cases:

  1. If on pumping station or the supply line has an accident.
  2. Planned or preventive work is being carried out.

In the second case, you can deprive the water supply of no more than 4 hours.

A resident of an apartment building must understand that if the water temperature at the time of intake is less than 40 degrees, then payment for its consumption must be made, as for cold water.

In order to recalculate at such tariffs, it is necessary to take measurements of the water temperature.

If the hot water is low temperature, first of all, you need to contact the dispatch service of the management company or housing and communal services. You must submit an application for a water temperature below the required one.

The application must be recorded in writing, indicating the number of the application, the time of its acceptance and the name of the dispatcher.

It may turn out that the decline in the temperature regime of water occurred as a result of technical failure pipeline or for some other reason. In such a case, the dispatcher must notify the emergency mode and troubleshooting lines.

In a situation where the water temperature is lowered for unknown reasons, it is necessary to agree on the day and time of the measurements. After the implementation of this procedure, an act is drawn up.

The number of copies should be the same as the number of participants in the procedure. According to the results of measurements, there is or is not a recalculation of the payment for hot water according to the billing of cold water.

If a temperature regime water in the tap is broken regularly, the consumer has the right to contact the public utility with a complaint. It will certainly be considered, but it is important to draw up a document correctly and argue the problem as clearly as possible.

Main points of complaint:

This document can be issued both in printed form and written by hand in two copies. One copy remains with the consumer, and the second is transferred to the management company.

During a personal visit, you can be required to register a complaint in your own presence and put the incoming number on your copy.

By law, a complaint from a consumer must be considered within 30 days from the date of its filing.. Sometimes management companies respond to a written request faster.

If several consumers are dissatisfied with the quality of water, then the speed of consideration and resolution of the problem will be influenced by a collective complaint.

In the event that the management company does not respond and take measures to solve the problem, you should contact the state supervision structures - Rospotrebnadzor and the prosecutor's office.

In order for the appeal to the management company with a complaint about the non-compliance of the water temperature with the norms to give a result, you need to have evidence.

Therefore, a citizen who considers himself injured due to violations of the SanPiN order and wants to defend his rights must know the rules for measuring the temperature of hot water in an apartment. This is a simple procedure that does not require much time.

The temperature of hot water in the tap is measured with a thermometer with a scale of 100 degrees. A person must prepare this device in advance and strictly adhere to the algorithm of actions that lead to accurate results:

For a period of time when hot water supply did not meet the norm, the consumer has the right to demand a recalculation.

This will again require an act drawn up by representatives of the management company and signed by two parties. You should go to the company with him and write a statement.

The application must indicate the period for which the recalculation of the fee is required. In this case, the date of drawing up the act will be the beginning of the period, and the date of the final check, if the cause is found and corrected, will be the end.

If the hot water temperature does not comply with the SanPiN standards, then the billing department reduces utility bill for hot water during the specified period:

  1. By 0.1%, when the indicators are below the norm by more than three degrees during the day.
  2. If the temperature from the hot water faucet is below 40 degrees, the fee must be charged at the same rate as for cold water.

Thus, the temperature of hot water in the tap according to the SNIP standard in 2019 is at least 60 degrees Celsius - if the system is open, and at least 50 degrees Celsius - in a closed system.

Hot water should not be higher than 75 degrees, this limit does not depend on the water supply system.

In the case when the temperature of hot water is lowered for unknown reasons, you need to contact the management company and agree on the day and hour of the measurements. Based on the measurements taken, the payment for hot water is recalculated according to the tariffs for cold water.

Water supply is certain measures and activities aimed at providing the population, enterprises, various kinds farms with water for industrial, household and drinking needs. Supplying people with hot water is one of the main components of a comfortable Everyday life. The choice of liquid supply depends on what you need hot for: central, or through local water heaters.

In a centralized system, water is heated using columns or hydraulic devices. With an individual supply of hot water, coils, tanks and other welded containers are used.

Requirements for hot water supply according to SNiP

Building codes that deal with hot water temperatures in buildings are taken from normative documents regulating the order of various buildings and structures. This document specifies the mode of supply, the temperature of hot water according to SNiP, the operation of boiler houses, the plumbing system and other standards.

According to these standards, the pressure in hot water supply should not exceed 0.6 MPa. The temperature of hot water according to SNiP at the points of water intake must comply with the following standards:

  • More than 60 degrees - for systems central water supply attached to open views heat supply systems;
  • More than 50 degrees - for central water supply systems connected to closed heat supply systems;
  • But less than 75 degrees - for absolutely all hot water systems.

Water, the temperature of which ranges from 50 to 75 degrees Celsius, can easily wash off fats and disinfect detergents, but the supply of water at such a temperature does not make it possible to burn when the liquid comes into contact with human skin.

Hot water is supplied to the housing from the boiler room, where it is pumped by a water pump. Heating in the boiler, water is let through the central pipes to the consumer. The temperature of hot water according to SNiP is from 50 to 75 degrees, the same is supplied for use daily hygiene. And a person can already adjust the temperature himself by diluting it with cold water.

Types of water heaters

There are differences in heaters in power, power source and structure. Of course, if you need hot water supply, in accordance with the norms of SNiP, then it is better to responsibly approach the purchase of a water heater. When choosing water heaters, you need to know their two categories:

  • Flow-through;
  • Cumulative.

Flow-through devices heat the liquid, but do not have a reserve. In order to quickly heat up the liquid each time, it is necessary a large number of energy. And this heater must work instantly, when turned on, the temperature of hot water according to SNiP will comply with the established rules.

Hot water supply according to SNiP using a gas column is the most understandable example of these heaters.

Storage water heaters slowly heat up the required volume, but they consume only 2 kW per hour. A person can use the liquid when he needs. When the valve is turned, hot water flows instantly. But there is also a minus for this type of heater - this is big sizes. The volume of the contained liquid depends on the size of the water heater. Most often, the diameter does not exceed 50 cm, and increasing the volume, the height of the tank increases. The boiler, which holds 50 liters, is 60 cm high.

In any heater, you can determine the temperature by a thermometer, it is located on the visible side of the device. The temperature of hot water according to SNiP strictly corresponds to the degrees on the water heater display.

How much water is needed

The hot water supply of SNiP depends on many nuances, this is both the saturation of life and the number of people living in the building. It does not matter at all which building, be it a house or an apartment, hot water supply starts up in a short time.

According to existing rules and norms for a full launch is given 11 minutes. To put it simply, after 11 minutes, hot water must be available to people in a certain amount and it can be used at several points at the same time.

The calculation of water supply must be made, taking into account such features of the life of living people, such as:

  • Number of persons;
  • Number of bathrooms with hot water;
  • Capacity of plumbing elements (bathroom volume, etc.);
  • Hot water of what temperature is expected by the tenants.

Even 20 years ago, people could not dream of hot water supply to private houses, especially outside the city. And at the moment it is quite realistic and even economical.
