1. General Provisions

The program of commissioning of electrical equipment and automation systems of the facility “Modernization of excitation systems. Ventilation and air conditioning"(hereinafter referred to as the Program) developed on the basis of a contract

Operating manual for two-channel meter-regulator 2TRM1.

Also, when developing the Program, the following regulatory and technical documentation was used:

Rules for the device of electrical installations, 7th ed. Ch. 1.8; Moscow 2006;

Intersectoral rules on labor protection (safety rules) during the operation of electrical installations. POT RM-016-2001. RD 153-34.0-03.150-00;

Industry regulatory and methodological documentation for the adjustment and maintenance of electrical devices and automation equipment;

In accordance with this Program, work is carried out on testing, adjustment and testing of electrical equipment, automation systems, alarms and temperature control autonomous systems air conditioning Rk-TG13 and Rk-TG14 (premises of excitation systems M102-2 and M103-2, respectively).

The program determines the places, volumes, methods and sequence of commissioning, criteria for assessing the technical condition and suitability of the systems and elements of electrical equipment, automation, signaling and temperature control being adjusted for operation; a set of devices used in the work, devices, test equipment, tool, and necessary measures safety during work.

2. The purpose of the commissioning and the stages of work

2.1. The purpose of this Program:

Set match actual characteristics equipment being established (cable connections, electrical devices, switching and signaling equipment, monitoring and control devices, automation and signaling, etc.) to the established criteria in the design, design and regulatory documentation;

Obtain quantitative and qualitative characteristics of the established power supply, control, monitoring and signaling systems, which will ensure their reliable functioning in a long period during subsequent operation;

At the stages of individual testing and complex testing, check the functioning of the systems and equipment put into operation in accordance with the design algorithms and in accordance with the requirements of the design and design (factory) documentation.

2.2. Commissioning works for the object within the scope of this Program consist of:

Preparatory work;

Adjustment work carried out before individual tests;

Adjustment work carried out during the period of individual tests;

Adjustment works carried out during the period of complex testing of equipment;

Registration of reporting technical documentation for the stages of individual testing and complex testing.

2.3. At the stage preparatory work performed:

Analysis of design decisions and circuit diagrams project;

Development and approval of the Commissioning Program;

Issuance of comments on the project to the Customer, identified during the analysis of the electrical part of the project and the development of the Program;

Preparation of the instrument park, test tools and fixtures.

2.4. During the adjustment work carried out before individual tests, the following are performed:

Holding external examination, examination installed equipment and equipment, instruments for compliance with the project;

Issuance of a conclusion on the completeness and compliance of the completed installation work project

Issuance of comments on the quality of installation and design solutions identified during the commissioning (if necessary);

Checking the correct installation of primary and secondary connections of switchgears and blocks remote control, issuance of comments and measures to eliminate the identified deficiencies (if necessary);

Checking the connection of metal parts of electrical equipment with grounding devices;

Tests (loading) of releases circuit breakers 0.4 kV from an extraneous source (type releases SNR 22SE switches assemblies KRUZA 5SME001 (cells 7V and 8A), 5SME002 (cell 7V), switch type AP50B-3MT of feeder No. 3 of assembly PR 155SN, as well as automatic switches of control panels of air conditioners);

Preliminary check of core insulation of power and control cables, control of phasing;

Mechanical revision, adjustment, check, adjustment electrical characteristics relay-contactor equipment, control devices, signal fittings in automation, control and signaling circuits;

Mechanical revision, checking the characteristics of electric drives of condenser and air handling units;

Checking heating elements (heaters) installed in air handling units;

Ringing of cable connections, connection of cable connections to the rows of clamps of control panels, remote control units, to electric drives and primary sensors;

Insulation resistance testing and increased voltage testing of power supply circuits, automation, control, monitoring and signaling;

Testing the operation of individual sections of the circuits when they are powered from an external source.

2.5. During the adjustment work carried out at the stage of individual tests, the following are performed:

Monitoring the indication of power supply to the air conditioning control circuit at the local control panel (lamp H 1) and on the remote control unit (lamp H2);

Checking the switching circuit of the fan of the air handling unit (motor M1). toggle switch SW 1 to the "local" position, buttons S 5 "stop" and S 7 "start" are located on the panel of the air handling unit; toggle switch SW 1 to the "remote" position, buttons S 4 "stop" and S 6 "start" are located on the remote control unit (RCU), when the fan is turned on from the RCU, check the operation indication - the H3 "work" lamp lights up;

Checking the circuit for turning on the air conditioner in the event of a power failure (relays K5, K8, their auxiliary contacts);

Checking the functionality and setting the temperature meter-regulator (on the BDU) for parameters for further testing of the air conditioner;

Checking the circuit for turning on the heating elements: with M1 turned on, by setting the temperature on the meter-regulator, we achieve the activation of the KM3 starter;

Checking the compressor switching circuit (M2 motor) and solenoid valve Y 1: when M1 is on, by setting the temperature on the meter-regulator, we achieve the operation of the KM2 starter and with a shutter speed of 3 seconds. valve actuation Y 1. Check the technological opening (operation) of the valve Y 1 without time delay from toggle switch SW 11;

Checking the power supply circuit of the compressor crankcase heater (loss of power when the compressor is turned on);

Imitation of operation of thermal relays F1, F 2 and the built-in thermal relay of the electric motor of the condenser unit in the power supply circuit of the fan of the air exchange unit;

Checking the blocking of the air conditioning control circuit when the APS is triggered;

Checking the operation of drives fire dampers air ducts from the control circuits of air conditioners.

2.6. During the individual testing phase and upon its completion, the personnel of the electrical workshop (EC) accept the installed and adjusted electrical equipment of the M102-2 and M103-2 room air conditioning systems for operation for further comprehensive testing. The adjusting personnel of the CJSC in the journals at the workplaces of the operational personnel of the EC of Unit 5 make records on the completion of commissioning at the stage of individual testing of electrical equipment, automation systems, control and temperature control and on its readiness for comprehensive testing. These records are confirmed by the EC personnel who accepted the above equipment.

After carrying out individual tests, the commissioning site transfers to the Customer an act of completion of commissioning works at the stage of individual tests under this Program in 1 (one) copy and an act of acceptance of electrical equipment of air conditioning systems for premises of excitation systems TG-13, 14 after individual tests (the act is being prepared in 5 ( five) copies). The commissioning protocols are attached in the 1st copy to the acceptance certificate after individual testing of the equipment:

Checking the connection of metal cases of electrical equipment (cabinets, panels, junction boxes, electric motors of various drives) with the ground loop (main);

Measurement of insulation resistance of power and control cables, control and signaling circuits, insulation testing of the control circuit with increased voltage 1000 V 50 Hz;

Adjustment of 0.4 kV cells for supplying air conditioners (assemblies PR155SN, 5 C ME001 and 5 C ME002)

After completion of the stage of individual testing, the operating personnel of the EC are transferred in the 1st copy of the circuit diagrams corrected according to the results of the commissioning work, necessary for the operation of electrical equipment, as well as automation and control systems. The remaining protocols for the adjustment of electrical equipment, automation and control systems are transferred in the 1st copy within a month after the completion of the comprehensive testing.

2.7. Works at the stage of complex testing are carried out by the personnel of the NVNPP workshops with the participation of adjustment personnel. When conducting a comprehensive testing of equipment, the following work is performed:

The preparation and testing of the technological units of the air conditioner, pipelines is carried out (measures in accordance with clause 10.3. "Preparing the air conditioner for operation" of the operation manual). The valves on the receiver and the condenser unit, as well as the suction and discharge valves of the compressor, must be opened, the compliance of the refrigerant pressure in the system with the ambient temperature must be checked.

The functioning of the technological and electrical systems air conditioners in all possible modes, taking into account the set operating parameters set on the BDU meter-regulator.

The operation of the signaling circuits for the operation of air conditioners and the signaling of the current temperature in the room (from a manometric thermometer) to the Uran-V device (IVS, room E-303) are checked.

The shutdown of air conditioners from the action of the APS and the closing of the fire dampers of the air ducts are checked.

2.8. After the completion of the integrated testing, the commissioning site of ESM CJSC transfers to the Customer (EC personnel) an act on the completion of adjustment work at this stage (in one copy) and an act of acceptance of the electrical equipment of the air conditioning systems of the premises of excitation systems TG-13, 14 after a comprehensive testing (the act is being prepared in 5 (five) copies).

3. Distribution of duties and responsibilities in the performance of work

3.1. Responsible persons and executors during the work under the Program:

Responsible person for the safe and high-quality commissioning work at all stages (before and during individual testing, with a comprehensive testing of electrical equipment) performed by the staff of CJSC is the head of the commissioning section. The person responsible for organizing safe work in the operating electrical installations of the power unit, carrying out operational switching for decommissioning and commissioning of electrical equipment, during individual tests and comprehensive testing of the adjusted equipment, is the deputy head of the EC for the operation of unit No. 5. Responsible person for the correct and safe performance of work related to operational switching, admission of CJSC commissioning personnel to switchgears 0.4 kV, in the production premises with electrical equipment is the shift supervisor of the electrical shop of power unit No. 5 (NS EC unit 5).

The executor of the adjustment work under the Program is the personnel of the commissioning site. The EC staff supervises and controls the quality of work, takes part in the completion and acceptance operations of commissioning, organizes individual testing and comprehensive testing of equipment. Registration, analysis and verification of the test results of electrical equipment for compliance with the specified criteria and algorithms is carried out by the personnel of the commissioning site, which also processes the results obtained and draws up protocols for the implementation of commissioning work.

The responsibility for the correct execution of work, for the organization and implementation of the security measures required by the Program, lies with the head of the commissioning site and the executors of work under the program.

3.2 When carrying out work under the Program, the administration is responsible for the qualifications of the personnel of the commissioning site and their compliance with the requirements of technological and production instructions, normative documents, rules and instructions for labor protection and fire safety

NVNPP is responsible for the organization of safe work, preparation of workplaces and admission to work of the personnel of the commissioning work of ESM CJSC, provision of work places with safety signs, enclosing and shielding devices, collective protection equipment when working in the operating electrical installations of the power unit.

4. Requirements for safety and environmental protection

4.1. The safety of commissioning is ensured by:

Qualification and discipline of the personnel participating in the work under the Program;

Compliance with the requirements of the "Intersectoral rules for labor protection (Safety rules) during the operation of electrical installations" POT RM - 016 2001 (RD 153-34.0-03-00);

Compliance with the "Fire Safety Rules";

Compliance with the "Safety Rules for Working with Tools and Devices" in terms of the requirements for the work performed;

Carrying out work in the scope provided for by this Program, in accordance with the requirements of the current regulatory and production and technological documentation;

Carrying out a targeted briefing outlining safety measures for the work performed before starting work.

4.2. During the briefing, special attention should be paid to safety issues during work:

Safe routes for personnel to the work area;

With the supply of voltage to the installed electrical equipment according to temporary schemes in the combined production of electrical installation and commissioning;

In the conditions of existing electrical installations, when carrying out operations to check the presence of voltage, during phasing, measurements of insulation resistance, using ladders, coasters, temporary scaffolding;

4.3. The personnel of the commissioning site must be issued by the order of the chief engineer of the NVNPP for admission to operating electrical installations as responsible managers, foremen and members of the team.

4.4. Work in existing electrical installations is carried out according to orders or orders in accordance with the requirements of the "Intersectoral labor protection rules (Safety rules) for the operation of electrical installations" POT RM - 016 2001 (RD 153-34.0-03-00). An order for the performance of commissioning work on assemblies of 0.4 kV is issued to the team of the commissioning site, which must include at least 2 people; in this case, the appointment of a responsible work manager is not required. The foreman and members of the team must have an electrical safety group of at least III. per brigade for each member with group III, it is allowed to include one employee with group II, but the total number of team members with group II should not exceed 3 (three). The order is issued by a person from among the administrative and technical personnel of the EC, who has the right to issue orders to the personnel of CJSC "ESM" for work in the electrical installations of block No. 5 of the NVNPP;

4.5. The admission of the crew of the commissioning site is performed by the operational personnel of the EC for servicing power unit No. 5 in accordance with the requirements of the "Intersectoral labor protection rules (Safety rules) for the operation of electrical installations" POT RM - 016 2001 (RD 153-34.0-03-00). Supervision during work, registration of work breaks, transfers to a new workplace and completion of work are also carried out in accordance with the specified ND.

4.6. After the admission of the brigade and its targeted briefing from the moment the work begins, the work foreman must monitor compliance with the rules of labor protection personally and by all members of the brigade. In the event of unforeseen deviations, violations in the course of work under the Program, work must be stopped and measures must be taken to eliminate the violation. Re-admission to work is allowed by a person who has stopped work after an unscheduled targeted briefing.

4.7. When working in electrical installations and industrial premises with the operating electrical equipment of the unit:

Adjustment personnel must wear protective helmets;

Used fixtures, instruments and equipment with metal cases must be grounded;

4.8. During the production of works it is prohibited:

Unauthorized work, expansion of jobs and scope of work determined by the issued order (order);

Use of faulty tools, devices and fixtures that have not passed the test of an insulated tool when performing work under voltage in electrical installations;

Work in poor lighting conditions.

4.9. When carrying out commissioning work combined with electrical installation work, access of unauthorized personnel (including electrical installation personnel) to the area where the equipment is located, which is energized from an external source, must be excluded. The performance of work in the coverage area of ​​another work order must be coordinated with the employee who issued this work order or with the responsible manager (work foreman) along with it.

4.10. Responsibility for organizing the fulfillment of the requirements for the safe production of work under the Program is borne by:

Head of the PNR section;

Program executors.

4.11. The development and implementation of individual measures for the protection of the environment in the process of production of commissioning activities under this Program is not required.

5. Need for funds for testing and verification

In the course of commissioning, measuring instruments, test facilities, devices that have been verified, calibrated, certified and maintained in accordance with the requirements for each item are used. Information about measuring instruments, test setups and fixtures, tools used in commissioning work on the object is summarized in a table. It is allowed to use devices and equipment of another type with similar characteristics that have been verified (calibrated, certified).

6. List of controlled parameters

The value of the insulation resistance of electrical devices, conductors of control and power cables, schemes of secondary connections (circuits of control, signaling and temperature control), etc.;

Resistance of contact connections at the points of connection of metal cases of electrical equipment with a grounding device;

The value of the applied test voltage, leakage currents through the insulation and test time when testing secondary connection circuits with an increased voltage of 1000 V;

The magnitude of the load current and the time of operation of the releases of automatic switches;

The magnitude of the voltage of operation and release of relay-contact equipment;

6.2. In the process of commissioning, all controlled parameters are entered into work logs. The pages of the work journal must be numbered, laced and sealed.

6.3. Upon completion of the work, inspection protocols are drawn up, samples of the forms of the main protocols for the equipment being adjusted are given in the annexes to this Program.

7. Criteria for completion of work

Commissioning is considered successfully completed if:

Eliminated comments on installation and design identified during the commissioning process;

The electrical parameters of equipment, devices, relay-contactor equipment, switches comply with the values ​​of the manufacturer and the requirements of regulatory and project documentation;

The metal cases of electrical equipment are grounded, the value of the transient resistance in the contacts of the connections of the ground electrodes with the grounded elements does not exceed 0.05 Ohm;

The value of insulation resistance of secondary switching circuits (control, protection and signaling) with all connected devices - at least 1 MΩ;

Control, protection and signaling circuits, individual relays and other pieces of equipment function well at a supply voltage of 0.8 Un and 1.0 Un;

The time-current characteristics of circuit breakers with non-adjustable releases correspond to the values ​​specified in the manufacturer's documentation;

On releases with adjustable parameters, the protection operation settings are configured in accordance with the received task;

Equipment, schemes of secondary connections of the test with increased voltage withstood;

Technological electrical equipment of air conditioning systems has successfully passed testing under operating voltage;

2.1. The commissioning can be divided into eight stages, which differ in the technology of their implementation.

2.1.1. Preparatory stage.

2.1.2. Pre-assembly revision and verification of equipment: machines and mechanisms, devices, fittings, controls and information presentation.

2.1.3. Element-by-element acceptance from installation and individual testing of equipment.

2.1.4. Unit acceptance from individual tests (including the necessary control of the completeness and quality of installation) of the equipment of functional units.

In accordance with SNiP 3.05.05-84, SNiP 3.05.06-85 and SNiP 3.05.07-85, the stages of element-by-element acceptance from installation and individual testing of equipment do not coincide in time for various kinds equipment and this difference can be quite significant. Nodal acceptance serves to check the readiness of the entire variety of node equipment for node-by-node adjustment at the time it begins.

2.1.5. Unit-by-unit start-up (hereinafter “start-up”) adjustment of functional units on idle equipment (cold commissioning) and their testing under load. Transfer of functional units from commissioning to operation mode, to check of construction and installation readiness and to unit-by-unit complex adjustment on operating equipment.

2.1.6. Testing of a block (or a separate boiler unit, turbine unit) with synchronization (or without it for a separate boiler unit) and a set of loads to check its complete construction and installation readiness.

2.1.7. Unit-by-unit complex (hereinafter "complex") adjustment and testing of functional units, including subsystems of automated process control systems and the operational circuit of the block control panel for testing equipment modes. Pilot operation of functional and technological units, including the monitoring and control system, detection and elimination of defects, transfer of functional units to commercial operation. Carrying out a comprehensive testing of the block (installation).

2.1.8. Acceptance of the unit (installation) for operation by the state commission with the necessary tests of power equipment and with the execution of the relevant act.

2.2. Two fundamentally different types of organization of commissioning work on equipment are envisaged:

works carried out by specialists of the same profession (thermal mechanics, electricians, APCS specialists, etc.), assembled into teams and performing adjustment operations almost independently of specialists from other professions;

work carried out by integrated junction teams (hereinafter referred to as "nodal teams"). Each node team includes workers of all professions necessary for the adjustment of this functional and technological node.

2.2.1. The first type of organization of work is applied:

During pre-installation revision, verification, element-by-element acceptance from installation and individual testing of equipment;

On the initial stage complex adjustment of units, when it is advisable to carry out the initial assurance of the reliability of the equipment in the design volume separately by its types.

2.2.2. Starting from the stage of node acceptance from individual testing and up to the acceptance of the unit (installation) by the state commission (with the exception of the initial stage of complex adjustment), commissioning is carried out by the nodal teams and organized by complex working subcommittees.

2.2.3. The nodal team is organized by the decision of an integrated working subcommittee during individual testing of equipment from among the leading specialists of organizations that perform installation and commissioning work at this functional node under contracts: to perform commissioning work, the nodal team may additionally be assigned employees from the assembly and commissioning organizations.

The nodal team is headed by a foreman appointed from among the highly qualified specialists of the leading commissioning organization for the node, the customer, the research organization or the equipment manufacturer.

The foremen of the nodal teams, and, if necessary, the entire composition of the nodal team, are appointed by order of the customer or (when the facility is delivered on a turnkey basis) by the general contractor.

The foreman of the nodal brigade and the brigade subordinate to him can perform commissioning work at two or more functional nodes.

2.2.4. The integrated working subcommittee includes workers of all specialties necessary for the organization and acceptance of work at the site.

The composition of the complex working subcommittees includes: foremen of the respective brigades; representatives of the customer, equipment manufacturers, general designer, general contractor, heat installation, electrical installation, leading commissioning and research organizations. Representatives are selected by the heads of production departments of the relevant organizations at the request of the chairman of the integrated working subcommittee.

The chairmen of the complex working subcommittees are appointed by the order of the customer or upon delivery of turnkey facilities by the order of the general contractor from among the experienced and competent specialists of the customer or (in agreement with the management) the leading commissioning organizations for this unit, research organizations, as well as equipment manufacturers. The same specialist may be appointed chairman of two or more integrated working subcommittees.

The chairman of the complex working subcommittee is a member of the working committee.

The appointment of chairmen and the creation of complex working subcommittees is carried out during the period of individual testing of equipment.

2.2.5. Working and state acceptance commissions are created in the manner and under the conditions corresponding to VSN 37-86 of the USSR Ministry of Energy.

Specialized subcommittees, organized by the working commission in accordance with VSN 37-86 of the USSR Ministry of Energy, can provide assistance to integrated working subcommittees in accordance with their areas of activity.

Before organization working commission the customer can form workshop commissions for the acceptance of premises, equipment, etc.

2.3.1. The organization of the production of commissioning works should provide for the "integration" of units of a unit or a separate installation, which is sequentially increased from stage to stage, with access to their full functional linkage during the period of complex adjustment.

2.3.2. The preparatory stage of commissioning begins after the release of working drawings. At this stage, the following is done:

Study and analysis of design and factory documentation, determination of compliance of design documentation with regulatory documents, standard solutions and best practices, development of comments and recommendations to address deficiencies;

Drawing up a project for the production of commissioning, including safety measures;

Development and approval of work programs for commissioning and commissioning of equipment;

Preparation of a fleet of measuring equipment, testing equipment and fixtures, organization and equipment of an object laboratory, provision of workplaces with instruments, tools and instructional and methodological materials;

Drawing up a list of documentation, the execution of which is necessary at various stages of production and acceptance of commissioning work at each functional unit;

Development of the first edition of operating instructions.

Works under clause 2.3.2 are carried out by organizations participating in commissioning works in accordance with the coordination plan individually with the necessary mutual consultations.

2.3.3. At the stage of pre-installation revision and verification of equipment, machines, mechanisms, fittings, control and management facilities, the general operational and technical management is carried out by the customer in the person of the deputy chief engineer for repairs.

The procedure and scope of audits and inspections are established in accordance with the current rules and standards.

The audit is carried out by the relevant workshops of the power plant with the involvement of installation, repair and commissioning enterprises.

The workshops provide the organization of jobs for repair and adjustment personnel in the premises allocated for this purpose by the management of the power plant.

2.3.4. At the stage of element-by-element acceptance from installation and individual testing, the general operational and technical management is carried out by the deputy chief engineer of the power plant for installation.

The procedure for acceptance and individual testing is established, guided by the current rules and standards, by the heads of the power plant workshops together with the relevant heads of the teams of the head commissioning organization, heads of departments of construction, installation and commissioning organizations, and the chief personnel of manufacturing plants.

Adjustment works are carried out by adjustment organizations in accordance with the coordination plan. The workshops ensure the organization of workplaces for adjustment personnel in the premises allocated for the performance of these works by the management of the power plant.

The result of this stage is the execution of the act of the working commission on the acceptance of equipment after individual tests (Appendix 8).

The power supply for commissioning is carried out by the power plant in accordance with current regulations.

2.3.5. At the stage of node-by-unit acceptance from installation and individual testing of the equipment of functional units of the main and general station equipment, the general operational and technical management is carried out by the deputy chief engineer of the power plant for operation.

Acceptance of functional units from installation and individual tests is carried out in a complex from construction, heat installation, electrical installation and commissioning organizations with consideration of the readiness of the unit in terms of construction, heat installation, electrical work and individual tests, with consideration of acts for hidden work and documents (acts, protocols, entries in journals) drawn up during the revision of equipment, element-by-element acceptance, individual tests.

By the beginning of the unit-by-unit adjustment and unit-by-unit testing, the installation of the technological equipment of the unit must be fully completed; adjustment operations were performed on the technological equipment that do not require putting the equipment into operation; completed autonomous adjustment of sections of subsystems of automated process control systems included in this node in the amount of:

Special software subsystems for the collection and primary processing of information, an information base, a subsystem for presenting information, a subsystem for technological printing of programs for diagnosing technical means;

Information channels and signal reproduction panels;

Cabinets of control subsystems, interlocks, protections and alarms;

Schemes for controlling mechanisms, shut-off and control valves;

Cabinets of automatic control subsystem;

Cabinets (with checking them on simulators) of the functional group control subsystem (FGU);

The operational circuit of the block control panel and all communications within the block control panel.

Conducting node-by-unit acceptance of equipment from installation is carried out by an integrated working subcommittee.

As a result of this acceptance, an acceptance certificate is issued, approved by the chief engineer of the power plant. The form of the act is given in Appendix 9.

If in the process of acceptance of the assembly from the installation and individual tests, defects and imperfections are revealed, then the acceptance is suspended until they are eliminated.

The need to perform work not provided for by the project, factory instructions and other documents is documented by the act of the working commission.

2.3.6. At the stage of commissioning of functional units on non-operating equipment (cold commissioning) and their testing under load (with voltage, air, steam, water, oil supply with boiler kindling), node-by-unit acceptance into the subsequent comprehensive commissioning, general technical management is carried out by the Deputy Chief Engineer of the power plant for operation.

The commissioning of the node is directly carried out by the node team under the leadership of the foreman.

Works at the stage of commissioning and testing of functional units are carried out according to work programs approved by the chief engineer of the power plant.

Cold commissioning of a functional unit is considered completed if:

Performed all necessary calibrations of analog instruments and checks of factory settings;

The correctness of the passage of all analog signals from sensors to automation, computer technology, instruments and signaling devices was checked;

All protection and alarm settings are set;

The course of regulating bodies and electromagnetic valves is checked up;

The correctness of the signal passage of discrete devices and sensors used in protection systems, interlocks, automatic control and signaling to computer technology and its display means, individual devices, signaling devices and control devices;

Engine torque limit switches and position indicators calibrated and tested;

Checked switching equipment;

The direction of rotation of the drives of technological mechanisms was checked;

The direction of movement of actuators and indicating devices was checked under control action;

The possibility of operational control from the control panel has been established;

The systems of protection, interlocks, signaling and logic control have been checked (as far as possible without the technological mode);

The direction of the impact of automatic control systems was checked, the calculated parameters of their settings were set;

General APCS software was generated and tested;

Special APCS software was loaded and tested on simulators (as far as possible without a technological mode);

The mechanisms were scrolled at idle, it was found that the parameters characterizing the state of the mechanism at idle are within the limits established by standards, factory, design and other regulatory and technological documentation. Completion of cold setup points is reflected in the "Journal of readiness of the node for testing under load". The log form is given in Appendix 10.

Testing of the unit under load is carried out after the completion of its cold adjustment.

The stage of commissioning and testing of equipment units ends with trial runs, during which the settings are adjusted, debugged, tested and put into operation (on the equipment included in the operation) of the subsystems of protection, interlocks, ARV, signaling, ACP, FGU and the subsystem for presenting information in volume , necessary to ensure the safety and reliability of testing a unit (or installation) in order to check its construction and installation readiness with taking the load, with its release into the operating mode and complex adjustment. Technical programs for testing functional assemblies under load specify the roles and responsibilities of operating personnel.

The organization of testing of the unit after the launch attack in order to accept it for checking the construction and installation readiness and for complex adjustment is carried out by an integrated working subcommittee.

If during the testing of the unit damage, defects or imperfections are revealed, then the testing is interrupted and carried out from the beginning after they are eliminated.

The completion of this stage for each node is documented by the node test report, approved by the chief engineer of the power plant. The protocol form is given in Appendix 11.

The unit is considered accepted for checking construction and installation readiness and for complex adjustment if there is an act of acceptance of the unit from installation and individual testing approved by the chief engineer of the power plant (clause 2.4.5), as well as a test report of the unit (Appendix 11).

2.3.7. Checking the construction and installation readiness of the start-up complex of a power unit or a separate unit is carried out according to a special technical program that provides for the start-up of equipment according to design schemes. At the same time, for a separate boiler unit, it is envisaged to obtain a pair of design parameters, and for a power unit and a separate turbine unit with a generator, synchronization and a set of electrical loads.

The program for checking construction and installation readiness is developed by the head commissioning organization and approved by its chief engineer and the chief engineer of the power plant. In the absence of a head commissioning organization, the program is developed and approved by the customer, involving installation and commissioning organizations in the development of the program.

Operational management of the equipment is carried out by the customer's operating personnel according to pre-developed operating instructions and a program for checking construction and installation readiness.

In accordance with the program, the personnel of installation, commissioning, research organizations and the chief personnel of equipment manufacturers take part in the readiness check in accordance with the program.

The technical manager of the verification of construction and installation readiness is Chief Engineer power plants.

Upon completion of this stage of commissioning, an act is drawn up by the working acceptance committee on the acceptance of the equipment of the unit (installation) after checking the construction and installation readiness. Attached to the act is a list of defects in equipment, installation and construction revealed during testing, as well as a program-schedule for the complex adjustment of units and testing of a unit or a separate unit. The act is approved by the head of the superior instruction of the customer. The form of the act is given in Appendix 12.

Defects in equipment, construction and installation, identified during the verification of the construction and installation readiness of the launch complex, must be eliminated before the start of a comprehensive commissioning of the equipment.

2.3.8. At the stage of complex adjustment of units, unit-by-unit adjustment, testing (research) of equipment in various operating modes is carried out:

When the block or a separate unit is stopped with the inclusion in the operation of individual functional technological units;

During start-ups and shutdowns of a unit or a separate unit according to the program of commissioning tests;

When carrying an electrical load at a level specified by the adjustment program.

In the same period, repair and finishing work is carried out on the stopped equipment, defects identified in the process of adjusting the units are eliminated.

The program of complex commissioning of nodes provides for the first stage of separate work of specialists of various professions for the initial adjustment of certain types of equipment in order to ensure the reliability of the installation in the design volume, and then - the integrated work of the node teams created at the stage of acceptance, under the technical supervision of foremen.

Completion of the adjustment of the nodes is documented by the nodal teams with protocols for conducting a comprehensive test of the nodes (in the required operating modes of the power unit, which are approved by the chief engineer of the power plant).

During the same period, a comprehensive adjustment of the subsystems of the automated process control system (including the operational circuit of the block control panel), their trial operation and transfer to commercial operation is carried out.

The operation of the equipment during the period of complex adjustment is envisaged according to separate programs, and electricity generation for this period is not planned according to the dispatch schedule.

During the complex adjustment period, the following is carried out:

Technological debugging of functional units during equipment operation in variable and stationary modes;

Carrying out and testing equipment launches from various thermal states according to the schedules of manufacturers;

Debugging information channels of discrete and analog parameters, as well as updating the information base based on the results of equipment operation;

Experimental determination of static and dynamic characteristics of equipment, inclusion in the operation of systems automatic regulation in the design scope;

Adjustment and adjustment of technological algorithms and programs for the complex of tasks of automated process control systems on existing equipment;

Adjustment of functional group control systems with adjustment of technological algorithms and FGU programs and interlocks based on the results of launches;

Correction of operational technical documentation;

Development of control modes and interaction between operational personnel in the conditions of the existing automated process control system and in case of its failures;

Trial operation of a complex of tasks and subsystems of automated process control systems with testing in variable and stationary modes of equipment operation, its verification for taking the maximum possible (within the design) and maximum continuous load;

Transfer of the start-up complex of tasks and subsystems of automated process control systems as part of the power equipment being put into commercial operation.

Comprehensive adjustment ends with a comprehensive testing of equipment with the execution of an act according to SNiP 3.01.04-87 (Appendix 2).

2.3.9. After the completion of work according to the program-schedule for the complex adjustment of a power unit or a separate unit and its comprehensive testing, the said equipment is accepted for operation. Acceptance for operation is carried out by the state acceptance committee with the appointment, if necessary, of control tests and trials.

Samples and tests are carried out under the technical guidance of the chief engineer of the power plant according to the program approved by the state acceptance committee. This produces:

Checking the operating modes of the boiler unit, turbine unit, generator, transformer and auxiliary equipment when operating on the main fuel and control algorithms for functional units in stationary and variable modes;

Comprehensive check of all subsystems of automated process control systems;

Examination joint work main units and auxiliary equipment at the maximum possible (within the design) load;

Other necessary trials and tests.

Upon successful acceptance by the State Acceptance Commission of a power unit or installation, an act of acceptance of the facility into operation is drawn up in accordance with SNiP 3.01.04-87 (Appendix 5).

These rules establish the general principle of organizing start-up and adjustment works at thermal power plants, their stages and content by stages, as well as the procedure for their implementation.

Compliance with the rules is mandatory for associations, enterprises and organizations subordinate to the USSR Ministry of Energy, as well as associations, enterprises and organizations of other ministries and departments that perform commissioning work at thermal power plants.

With the release of these rules, the sipa "Rules for the production and acceptance of commissioning work at thermal power plants: RD 34.20.406-89" (M .: SPO Soyuztekhenergo, 1990) is being lost.

These rules are developed in accordance with SNiP 3.01.04-87 “Acceptance for operation of completed construction facilities. Basic provisions”, SNiP 3.05.05-84 “Technological equipment and process pipelines”, SNiP 3.05.06-85 “Electrical devices”, SNiP 3.05.07-85 “Automation systems”, SNiP III-4-80 "Safety in construction"; "Rules for the acceptance into operation of individual start-up complexes and completed construction of power plants, objects of electrical and thermal networks: VSN 37-86" (Ministry of Energy of the USSR, 1986); the current "Rules for electrical installations"; "Rules for the technical operation of power plants and networks"; "Rules of Gosgortekhnadzor"; "Rules for the use of gas in national economy»; "Safety regulations for the operation of technological equipment of power plants and heating networks"; "Safety regulations for the operation of electrical installations", as well as other guidance and regulatory materials for the design, construction, installation and operation of equipment for power facilities.

The rules apply to the period of commissioning on the equipment of power plants up to its acceptance into operation by the State Commission.

The rules define the main functions and relationships of organizations involved in the commissioning.

An explanation of the terms used is given in.

1. General Provisions

1.1. The main technology of commissioning works (CW) is their implementation according to the principle of setting up functional and technological units (node-by-node commissioning).

Unit adjustment begins after individual testing of the equipment and continues until the equipment is put into operation.

1.2. The preparation of commissioning begins for power plants with head and experimental samples of the main equipment or for the first power plants at newly built and reconstructed facilities from the moment the order (instruction) of the higher organization is issued to appoint the head commissioning organization, but no later than 18 months, and for the rest power plants - no later than 18 months before the year of the planned start of the comprehensive testing period.

The order (instruction) on the appointment of the head commissioning organization is issued on the same terms as the orders on the appointment state commissions according to VSN 37-86 of the Ministry of Energy of the USSR.

In other cases, the need for a head commissioning organization is determined by the customer. In this case, the appointment of the head commissioning organization is made by the customer in agreement with the organization that is entrusted with the functions of the head or when the facility is handed over on a turnkey basis by the general contractor on the same conditions.

1.3. Organizational support for the commissioning includes: drawing up a coordination plan for commissioning; development of budget documentation for commissioning; conclusion of contracts for the production of commissioning works; opening of financing for commissioning and commissioning within the time frame that ensures settlements with involved commissioning organizations at all stages.

Characteristics of work on the organizational support of the PDP are given in.

1.4. The technical support for commissioning includes: project commissioning; familiarization with the project of a power plant and (or) TPP, its analysis and issuance of comments on the project; development of commissioning documentation; development of temporary operational documentation; training of operational personnel for the production of commissioning programs; input control technological equipment, pipelines, electrical equipment and apparatus, means of control and management of technological processes; control over construction and installation works.

Characteristics of work on technical support during the preparation of the NDP is given in.

The recommended forms of the list and composition of the equipment of functional and technological units, as well as the general technological schedule for commissioning, included in the technical support of the commissioning, are given in and.

1.5. The material support of the commissioning work includes: financing, providing the production of commissioning works with equipment, instruments, materials, energy resources and communications; providing organizations participating in the NDP with industrial and sanitary premises, housing, medical care, transport services, places in preschool and school institutions, social and cultural services, and personal protective equipment.

1.6. The list of equipment and devices of TPPs on which commissioning works are carried out is given in.

1.7. Technological sequence, duration and sequence of pre-commissioning and commissioning determines the schedule for commissioning, which is part of the commissioning documentation.

The schedule should provide for the parallel implementation of autonomous adjustment of the automated process control systems and installation of the main equipment. To do this, the following organizational and technical measures should be reflected in the schedule.

1.7.1. Advance completion of construction and finishing works in the block control room with the inclusion of lighting, fire extinguishing, ventilation, air conditioning systems (in accordance with SN-512-78) and the transfer of these premises for installation technical means APCS.

1.7.2. Pre-emptive voltage supply and adjustment of the uninterruptible power supply system for automated process control systems in the block control room.

1.7.3. For timely scrolling of mechanisms, successful adjustment of systems, functional group control and functional groups, early voltage supply to the main building for the power unit's own needs.

1.7.4. Ensuring the necessary time for high-quality performance of the node-by-unit commissioning, completion of installation and individual testing of the main power equipment before the start of the node-by-unit commissioning.

1.7.5. A rational procedure for carrying out complex adjustment, which allows to complete the complex testing of the unit (installation) as soon as possible.

1.7.6. The minimum terms for the implementation of determining measures when performing commissioning for power units (individual boilers or turbine plants) with a developed process control system (where these tools perform the main functions of control and display of information) are given in Table. one.

2. Stages and organization of commissioning

2.1. The commissioning can be divided into eight stages, which differ in the technology of their implementation.

2.1.1. Preparatory stage.

2.1.2. Pre-assembly revision and verification of equipment: machines and mechanisms, devices, fittings, controls and information presentation.

2.1.3. Element-by-element acceptance from installation and individual testing of equipment.

2.1.4. Unit acceptance from individual tests (including the necessary control of the completeness and quality of installation) of the equipment of functional units.

The power supply for commissioning is carried out by the power plant in accordance with current regulations.

2.3.5. At the stage of node-by-unit acceptance from installation and individual testing of the equipment of functional units of the main and general station equipment, the general operational and technical management is carried out by the deputy chief engineer of the power plant for operation.

Acceptance of functional units from installation and individual tests is carried out in a complex from construction, heat installation, electrical installation and commissioning organizations with consideration of the readiness of the unit in terms of construction, heat installation, electrical work and individual tests, with consideration of acts for hidden work and documents (acts, protocols, records in magazines) compiled during the audit of equipment, element-by-element acceptance, individual tests.

2.3.7. Checking the construction and installation readiness of the start-up complex of a power unit or a separate unit is carried out according to a special technical program that provides for the start-up of equipment according to design schemes. At the same time, for a separate boiler unit, it is envisaged to obtain a pair of design parameters, and for a power unit and a separate turbine unit with a generator, synchronization and a set of electrical loads.

The program for checking construction and installation readiness is developed by the head commissioning organization and approved by its chief engineer and the chief engineer of the power plant. In the absence of a head commissioning organization, the program is developed and approved by the customer, involving installation and commissioning organizations in the development of the program.

Operational management of the equipment is carried out by the customer's operating personnel according to pre-developed operating instructions and a program for checking construction and installation readiness.

In accordance with the program, the personnel of installation, commissioning, research organizations and the chief personnel of equipment manufacturers take part in the readiness check in accordance with the program.

The chief engineer of the power plant is the technical manager of the verification of construction and installation readiness.

Upon completion of this stage of commissioning, an act is drawn up by the working acceptance committee on the acceptance of the equipment of the unit (installation) after checking the construction and installation readiness. 2.3.8. At the stage of complex adjustment of units, unit-by-unit adjustment, testing (research) of equipment in various operating modes is carried out:

When the block or a separate unit is stopped with the inclusion in the operation of individual functional technological units;

During start-ups and shutdowns of a unit or a separate unit according to the program of commissioning tests;

When carrying an electrical load at a level specified by the adjustment program.

The program of complex adjustment of nodes provides for the separate work of specialists at the first stage various professions for the initial adjustment of certain types of equipment in order to ensure the reliability of the installation in the design volume, and then - comprehensive work nodal teams created at the stage of acceptance, under the technical supervision of foremen.

Completion of the adjustment of the nodes is documented by the nodal teams with protocols for conducting a comprehensive test of the nodes (in the required operating modes of the power unit, which are approved by the chief engineer of the power plant).

During the same period, a comprehensive adjustment of the subsystems of the automated process control system (including the operational circuit of the block control panel), their trial operation and transfer to commercial operation is carried out.

The operation of the equipment during the period of complex adjustment is envisaged according to separate programs, and electricity generation for this period is not planned according to the dispatch schedule.

During the complex adjustment period, the following is carried out:

Technological debugging of functional units during equipment operation in variable and stationary modes;

Carrying out and testing equipment launches from various thermal states according to the schedules of manufacturers;

Comprehensive adjustment ends with a comprehensive testing of equipment with the execution of an act according to SNiP 3.01.04-87 (Appendix 2).

2.3.9. After the completion of work according to the program-schedule for the complex adjustment of a power unit or a separate unit and its comprehensive testing, the said equipment is accepted for operation. Acceptance for operation is carried out by the state acceptance committee with the appointment, if necessary, of control tests and trials.

Samples and tests are carried out under the technical guidance of the chief engineer of the power plant according to the program approved by the state acceptance committee. This produces:

Checking the operating modes of the boiler unit, turbine unit, generator, transformer and auxiliary equipment when operating on the main fuel and control algorithms for functional units in stationary and variable modes;

Upon successful acceptance by the State Acceptance Commission of a power unit or installation, an act of acceptance of the facility into operation is drawn up in accordance with SNiP 3.01.04-87 (Appendix 5).

3. Distribution of main responsibilities between
organizations involved in commissioning

The main participants in commissioning at thermal power plants are:

Customer;

General contractor;

Subcontracting specialized organizations (installation, commissioning, etc.);

General designer;

Subcontracting design organizations;

Research organizations - developers of technical solutions;

Adjustment personnel of equipment manufacturers. Depending on the specific conditions, it is possible to combine the functions of several participants by one organization.

3.1. Customer Responsibilities

Implementation of general, operational and technical management of the quality of construction, installation, adjustment and testing of equipment; carrying out pre-launch and launch operations on equipment, units and unit; work of acceptance committees; elimination of defects in equipment, construction and installation.

Ensuring the organization and conduct of pre-installation inspection of equipment and apparatus.

Ensuring commissioning works at all stages:

Financing of works;

Qualified operational personnel (starting from unit testing);

Working means and materials in the required quantities;

Exemplary devices, design and factory technical documentation.

Ensuring the safety of equipment and installations, the experimental control system, as well as documentation, equipment and apparatus of organizations involved in commissioning at the power unit and a regime that excludes access by unauthorized persons.

Provision of personnel of commissioning and research organizations with service and laboratory premises, housing and other consumer services.

Development, together with the general contractor, of measures to ensure safe working conditions, and taking measures general on safety and fire safety at the power unit.

3.2. Responsibilities of the head commissioning organization

3.2.1. Ensuring the implementation of their volumes of commissioning work on the equipment in accordance with the agreed distribution of volumes between the commissioning organizations involved.

3.2.2. In addition to performing your scope of commissioning:

Distribution of the scope of adjustment work (when drawing up a coordination plan);

Coordination of actions of all participants in commissioning works: development of engineering support for commissioning works, participation in the development and approval of a combined schedule of construction, installation and commissioning works, development or coordination of work and technical programs for commissioning works in accordance with the instructions in Appendix 3, participation in the formation of consolidated commissioning unit teams , including the allocation of a number of node foremen from its composition;

Monitoring the results of commissioning by all participants, participation in the work of acceptance committees;

Ensuring round-the-clock duty of leading specialists to provide prompt technical assistance during start-up operations on equipment;

Submission for consideration of the launch headquarters of issues and proposals related to the organization and progress of construction, installation and commissioning;

Summarizing, together with the co-executing organizations, the results of commissioning and, on their basis, the prompt issuance of proposals to the customer, design organizations and manufacturing plants (in a copy - to the relevant central offices) to improve the technology, schemes, modes and designs of equipment and monitoring their implementation;

Summarizing the operating experience of similar equipment and issuing a proposal to the customer for implementation;

Development together with the customer of instructive and technical documentation.

The head commissioning organization, together with the customer, bears the main responsibility for the timing and quality of commissioning and commissioning of equipment.

3.2.3. The instructions of the head commissioning organization regarding the technology and timing of commissioning are obligatory for all organizations involved in the commissioning of equipment.

3.2.4. The main form of activity of the head commissioning organization is the conclusion of a single contract for the implementation of the entire range of commissioning works with the involvement of other commissioning organizations on a subcontract basis.

3.2.5. Additional execution the commissioning organization of the “head” functions is paid in accordance with the “Regulations on the relationship of organizations - general contractors with subcontractors”, approved by the resolution of the USSR Gosstroy and the USSR State Planning Committee dated 03.07.87, No. 132/109 and under an agreement with the customer.

3.2.6. In the absence of a head commissioning organization, its functions in terms of distribution, control and coordination of work are performed by the customer or, when the facility is delivered on a turnkey basis, by the general contractor.

3.3. Responsibilities of other commissioning organizations

Performance of commissioning works in accordance with the volumes agreed with the customer and the head commissioning organization. Participation in element-by-element acceptance and individual testing of equipment, as well as in acceptance, start-up, complex adjustment and testing of functional units and the unit as a whole ().

Development and coordination with the head commissioning organization and the customer of technical programs for pre-commissioning and commissioning works carried out by them in accordance with the coordination plan and protocols for distributing the scope of work.

Preparation of lists of defects in installation, equipment and project.

3.4. Responsibilities of research organizations and commissioning
manufacturing plant personnel

Co-executors of commissioning works according to the coordination plan carry out, as part of teams, control over the installation and individual testing of equipment: draw up a list of defects in equipment, installation, design and develop proposals for their elimination; carry out technical supervision of installation; adjustment of the scheme of experimental control on the equipment determined by the work distribution protocol;

as part of the nodal teams, they carry out commissioning of functional units, conduct research at the stage of complex adjustment of functional units in the amount necessary to ensure their performance and determine the parameters for setting up the automated process control system; participate in the work of acceptance committees and complex working subcommittees.

3.5. When organizing the construction of turnkey facilities, the customer transfers part of his functions to the general contractor in accordance with the Decree of the USSR State Construction Committee dated November 10, 1989 No. 147.

Offline setup

Adjustment of equipment without external technological and control connections

Leading commissioning organization

Adjustment organization that performs the main amount of work on the adjustment of a functional unit and is responsible for the result of work on this unit

Trial operation

Operation of control and management tools, leading by the customer in order to determine the readiness of components and systems, operating and maintenance personnel for long-term operation in compliance with technological regimes and guaranteed reliability indicators. Drawing up a coordinating plan for commissioning

The commissioning coordination plan is developed by the customer and the head commissioning organization, and when the facility is handed over on a turnkey basis, by the general contractor and the head commissioning organization. The coordination plan should list all commissioning activities, executors, co-executors and estimated costs Poland. Not later than 24 months before the start of the comprehensive testing of the power plant, the customer, together with the head commissioning organization, is obliged to agree on the commissioning coordination plan with all organizations participating in the commissioning, and approve it in a higher organization.

Development of estimate documentation

Estimated documentation for commissioning is developed in accordance with SN 534-81 and VSN-1-88 by the customer and the head commissioning organization together with contractors involved in the commissioning.

Conclusion of contracts for the production of commissioning works

The customer (and in the case of turnkey delivery - the general contractor) in in due course must conclude a contract with the head commissioning organization, and in its absence with all commissioning organizations for the production of commissioning.

Contract agreements for the production of commissioning works must be concluded for all work specified in the coordination plan for commissioning.

Organizations that have entered into a contract for the production of commissioning work have the right to involve other organizations for the work they perform under a subcontract agreement and are responsible to the customer for all work, including those performed by involved organizations

Funding for the NDP

The customer is obliged to open financing for commissioning in a timeframe that ensures settlements with involved commissioning organizations from the stage of preparation for commissioning

NDP project

The commissioning project is carried out by the general design organization in order to determine the range and regulation of work and their support.

The design organization may conclude a contract for the development of a commissioning project with commissioning organizations.

The NDP project includes:

list and composition of functional and technological units (determined at the stages of project implementation and working drawings);

technology with the necessary calculations for post-installation cleaning of pipelines and equipment, cleaning schemes (flushing, blowing);

drawings for temporary pipelines with connecting nodes, fixtures and devices;

calculations of resources required for commissioning, indicating sources;

custom specifications for materials, reagents, pipelines, equipment, instruments;

methods and scope of control and testing of temporary pipelines;

cost estimate and financial calculation of the costs of installation and dismantling of temporary pipelines, devices and fixtures, as well as their testing and other costs assembly organizations for the implementation of the commissioning project, including the duty of the installation personnel during the commissioning periods;

means and technology for neutralization and regeneration of active solutions and waters used for post-assembly cleaning;

means and technology for the purification and cooling of wash waters with calculations of the balance and place of discharge of these waters, taking into account the requirements of environmental protection and safety for the population.

Analysis of the TPP or power plant project

The analysis of the project is carried out by the customer (operating organization) in order to identify its shortcomings. The customer concludes supervision contracts for project analysis with the head commissioning organization, and in its absence - with specialized commissioning organizations that, by the nature of their activities, can perform it.

The result of the project analysis should be a list of comments with the developed measures and proposals for their elimination, which the customer transfers to the general design organization.

Introduction to the project

Commissioning organizations familiarize themselves with the design and documentation of manufacturers in order to prepare for the production of commissioning, using the documentation transferred to them by the customer, as well as documentation available to the customer, design, installation and other organizations.

Commissioning documentation is developed by the customer together with the head commissioning organization, and in its absence, with other contracting commissioning organizations.

Commissioning documentation includes schedules and commissioning programs; lists of readiness for commissioning of hydraulic construction facilities, thermal mechanical installations and systems of electrical devices and equipment, controls, monitoring and displaying information, protections, interlocks and alarms; reporting documentation.

Organizations-developers are obliged to coordinate the commissioning documentation with the organizations participating in the commissioning and manufacturing plants.

The agreed commissioning documentation (except for the general commissioning schedule) must be approved by the start-up technical manager and accepted by the customer for production. The general commissioning schedule is approved at the level that appoints the State Acceptance Commission.

Development of temporary operational documentation

Determining the scope, development and approval of temporary operational documentation is the responsibility of the customer.

The customer can conclude contracts for the development of temporary operational documentation with other organizations.

Organizations that develop documentation are required to coordinate temporary operational documentation with the equipment manufacturer, research and design organizations that develop equipment.

The customer is obliged to ensure the readiness of temporary operational documentation no later than 6 months. for head samples and for 1 month. for serial samples of equipment before the start of the production period for commissioning.

Control over construction and installation works

Control over the implementation of construction and installation works is carried out by the customer in order to timely identify and eliminate defects and imperfections on the systems and equipment of the TPP or power plant being installed.

The customer may conclude a contract for the control of construction and installation works with other organizations.

The design organization carries out architectural supervision.

An integral part of the production and technological process are narrowly focused special activities, known as commissioning. In the process of carrying out these activities, the equipment is checked for trouble-free operation and safety, the possibility of putting it into operation and bringing it to design indicators. First of all, the documentation of the project to be checked is considered. The equipment is checked and tested for possible failures and emergencies. In addition, it also includes many additional work performed in the process of preparing and conducting individual tests of the entire equipment complex.

Procedure for commissioning

Commissioning is carried out after the installation of the equipment is completed. The main objective of these activities is to comprehensively test the installations being tested. During the check, the degree of their safety and reliability, compliance with the declared design characteristics is determined. Based on the results of the work, all identified shortcomings that impede the normal operation of the equipment are eliminated.

Installation and commissioning are carried out by specialized organizations with which the enterprise concludes a business contract. If the enterprise has trained engineering and technical personnel and the necessary instrumentation, then these works can be performed on your own. These employees belong to the category of operational personnel. They must take a course. After passing the exam, a protocol is drawn up and a certificate is issued for the right to perform commissioning. Equipment commissioning
