  5. Certificates of conformity and fire safety for materials and equipment (pipelines, valves, pumping equipment, cables and wires, control equipment, etc.).

  6. Comprehensive test program for fire protection systems- is a step-by-step protocol for testing the interaction of all systems. It is drawn up in free form and approved by the responsible person of the installation organization. The general meaning is as follows: the smoke detector worked - the siren howled - the fire warning system worked - the ventilation turned off - all the elevators went down to the first floor and so on. The program should include tests for all types of fire detectors (manual, smoke, heat), as well as for triggering sprinklers or opening fire hydrants (manual opening of deluge curtains). For each test, describe the complete sequence of events that occur.

  7. The act of checking the performance of the fire alarm. Confirms that tests have been carried out according to the program described above.

  8. The act of testing (checking the performance) of the automatic fire extinguishing installation. Confirms external inspection and testing of the AUPT system. For water fire extinguishing - confirms the compliance of the actual consumption of the fire extinguishing agent with the design and, accordingly, the normative.

  9. The act of complex testing of technical means of automatic fire protection. If, according to the test program, several interacting systems are tested (for example, automatic fire alarms, fire warning people and a powder fire extinguishing installation), then one general test report should be issued.   10. Act of input control- indicates that the technical means listed in it, as well as in the list of installed equipment (the list should usually match), correspond to the regulatory documentation and documentation of manufacturers.

  11. The act of measuring the insulation resistance- you can issue one act for all loops of the APS and SOiUE system.

  12. Certificate of inspection of hidden works- with this everything is clear. All wires and pipes that cannot be seen with the naked eye and touched with the naked hand must be examined. The fact that they are not visible, but they are.

  13. Certificate of completion of installation works. Compiled by the installation company.

General requirements


  1. The post-control room or the room with personnel on duty around the clock should, as a rule, be located on the first or ground floor building. It is allowed to place the specified room above the first floor, while the exit from it must be in the lobby or corridor adjacent to stairwell with direct access to the outside of the building.

  2. The room of the post-control room or the room with personnel on duty around the clock should have the following characteristics:

  • the area, as a rule, is not less than 15 m2;

  • air temperature within 18–25°С at relative humidity not more than 80%;

  • presence of natural and artificial lighting, as well as emergency lighting, which must comply with the requirements of SNiP 23.05-95;

  • the presence of natural or artificial ventilation in accordance with SNiP 2.04.05-91;

  • availability of telephone communication with the fire department of the object or settlement.

  1. The control room must be provided with direct telephone communication with the fire extinguishing station, emergency warning zones, city telephone communication, serviceable electric lights in the amount of at least 3 pieces, as well as personal protective equipment.

Fire (security and fire) alarm system

  1. The facility must have a reserve stock of fire detectors of each type to replace faulty or expired ones in an amount of at least 10% of the installed ones.

  2. Control and reception devices must have a capacity margin for loops of at least 10%.
Water (foam) fire extinguishing system

  1. The room of the fire extinguishing pumping station must have emergency lighting.

  2. All premises where the equipment of the fire extinguishing system is located (pumping station, premises of automatic water feeders, control units, etc.) must be permanently closed. Sets of keys to these premises should be kept by the service organization and the operational duty officer at the facility. Placement of personnel workplaces in these premises is not allowed.

  3. The facility must have a constant supply of sprinklers in the amount of 10% of the installed ones.

  4. In case of use foam fire extinguishing, the facility must have a 100% reserve stock of foam concentrate.

  5. Each control node must have a functional diagram strapping.

  7. Each fire extinguishing section should have a sign indicating the operating pressures, the name of the protected premises, the type and number of sprinklers in the section, the position (state) of the shut-off valves in standby mode.

  8. The room of the pumping station must be equipped with a telephone connection with the control room.

  9. On all pipelines in the pumping station room, the direction of movement of the fire extinguishing agent must be indicated.
