1. General part

1.1. This collection contains departmental enlarged unit rates for work on diagnosing the technical condition of the equipment of substations with a voltage of 220-750 kV, performed by the personnel of electric grid operating and repair enterprises in a market economy.

Prices are intended for planning work and drawing up estimates for the diagnosis of the technical condition of equipment of substations with a voltage of 220-750 kV and are advisory in nature. The information of the collection is sufficient for the formation of normalized tasks for teams.

1.2. The rates are developed on the basis of the current regulatory framework for the consumption of resources for diagnosing the technical condition of substation equipment, as well as prices and tariffs as of January 1, 2000 in accordance with the Decree of the Gosstroy of Russia dated April 8, 2002 No. 16.

1.3. The collection contains the procedure for calculating coefficients and indices, the application of which to the values ​​of prices allows taking into account the specific conditions of the work being carried out and the economic situation of market relations.

1.4. This collection contains the normative consumption of resources during the direct execution of a unit of work:

tariff component wages production workers - electricians and drivers of vehicles and special mechanisms;

the cost of operating vehicles and special mechanisms (excluding the wages of drivers);

labor costs for the direct production of work;

the number of machine hours of operation by types of vehicles and special mechanisms.

1.5. The tariff component of the wages of contractors (electrical mechanics and drivers of vehicles and special mechanisms) included in the prices is calculated according to the current time standards based on the rate of a worker of the 1st category.

When calculating the rates, the following hourly tariff rates were adopted for normal working conditions in prices as of 01.01.2000:

The rates take into account the time for the implementation of organizational and technical measures to ensure the safety of work.

1.6. In all works where it is necessary to use a self-propelled electrical laboratory, one of the members of the team with the lowest category is provided with a tariff rate one step higher for combining the professions of an electrician and a driver.

1.7. The average category of works in this collection is 4, which corresponds to the average monthly tariff component of the wages of one production worker of the 4th category - 1778.0 rubles.

1.8. The costs for the operation of motor vehicles and special mechanisms included in the prices (excluding the wages of drivers) are calculated taking into account their operation in conditions electrical networks at prices and tariffs as of 01.01.2000

1.9. In addition to the labor costs for the performance of the main work and operations, the registration of a work permit, admission to work and full ending work at the rate of 0.35 man-hours per performer for each admission.

1.10. Prices are developed in relation to the performance of work in the most common normal conditions: at the installation site, in the summer, on the operating (for part of the work - disconnected equipment) without the use of shielding suits, at an air temperature at the workplace below 30 degrees. C, in the absence of cramped conditions.

1.11. When performing work under conditions other than those listed in clause 1.10, correction factors K are applied to prices, labor costs and machine hours. at , the values ​​of which are given in Table. one.

When performing work in cramped conditions (directly in the ZRU cells), a correction factor is applied to the prices for work on circuit breakers: VMG-133, VMG-10, VMGP-10, VMP-10 with drives PZ-11, PS-10, PPV-10 , PP-67, MGG-10 with PZ-21 drive.

1.12. When performing work in winter conditions coefficient K is applied to prices, labor costs and machine hours h depending on the location of the object in a particular temperature zone of localities and regions of Russia in accordance with Appendix 3 of the general part of the "Uniform norms and prices for construction, installation and repair and construction work" (ENiR, M .: Stroyizdat, 1987). The values ​​are given in table. 2. If the month of work is unknown, then for planning purposes, the average annual value of the coefficient corresponding to a particular temperature zone is used.

1.13. The rates include the cost of the tariff component of wages, machine hours, the cost of operating vehicles and labor costs for the direct performance of work. If necessary, the cost of delivery of the brigade and the haul of vehicles to the place of work from the place of basing is determined in accordance with the direct time spent on travel.

Enlarged accounting of the time spent on the delivery of the brigade and the haul of vehicles can be determined by applying the coefficient K d .

Coefficient K d is calculated by the ratio of the established duration of the working day to the time of the direct performance of work at the facility. For example, with a working day of 8 hours and an average travel time of 1.6 hours, the time for direct work will be 6.4 hours, and the coefficient K d will be defined as 8: 6.4 = 1.25. When performing work by local substation personnel that do not require the delivery of a brigade and the passage of special mechanisms, K d = 1.0.

1.14. The prices do not take into account additional payments under bonus systems, as well as regional wage coefficients, allowances for those working in the regions of the Far North and areas equivalent to it, payments of remuneration for length of service and based on the results of work for the year.

1.14. If necessary, according to the conditions of the production of works, the simultaneous application of several correction factors, the final price for this particular case is determined by multiplying the price by the product of all applied factors, while mutually exclusive factors cannot be applied.

1.15. The limits of numerical indicators given in the collection (length, cross section, mass, voltage, etc.), in which “up to” is indicated, should be understood inclusive.

2. Recommendations for the preparation of estimates for the repair of cable lines with a voltage of 0.38-10 kV

2.1. When performing work under conditions different from those accepted, for each position of work, coefficients are applied to the components of prices: the tariff component of wages, the cost of operating vehicles, labor costs and machine hours - Ku (clause 1.10), Kz (clause 1.11.) and cd (clause 1.12.).

2.2. The index is applied to the final amount of the tariff component of wages for the items of work of the estimate Jzp , determined by the ratio of the actual or estimated for the planned period of performance of work, the average monthly basic wage of one production worker of the 4th category (taking into account payments under bonus systems, regional coefficients, allowances for those working in the Far North and payments of remuneration for long service and based on the results of work for year) to the value of the tariff component adopted for the calculation of prices in prices as of 01.01.2000, - 1778,0 rub. (clause 1.5.).

2.3. The territorial coefficient ( K T) , the values ​​of which are given in Table 2, as well as the index of growth in the costs of operating machines and special mechanisms according to the index of growth in prices of manufacturers of industrial products Jpp.

2.4. To the total cost of auxiliary materials and products for the repair and maintenance of cable lines with a voltage of 0.38-10 kV, the index is applied Jpp (See clause 2.3.).

2.5. Costs for basic materials and products are accepted at the actual cost of their acquisition, taking into account transportation and procurement costs.

2.6. Overhead costs, including additional wages of production workers, social security contributions, shop expenses and general factory expenses, can be taken into account in the amount established for the organization (enterprise) - the repair contractor. The recommended marginal level of overhead costs in relation to the wage fund of the main personnel (executors of work), taking into account incentive and compensation payments, is 190%, including additional wages of the main personnel - 12%, a unified social tax and funds for mandatory social insurance from accidents at work and occupational diseases in relation to the wages of the main personnel - 36.7%.

2.7. General estimated cost is defined as the sum of direct costs (basic wages - clause 2.2., the cost of operating vehicles - clause 2.3., the cost of auxiliary and basic materials and products - clauses 2.4 and 2.5) and overhead costs - clause 2.6.

2.8. The estimate provides for the cost of performing unforeseen work in the amount of not more than 3% of the estimated cost.

2.9. The cost of production of works may include the profitability established for the enterprise (organization). The recommended rate of return is 60% of the wages of key personnel, taking into account incentive and compensation payments.

In connection with the numerous requests from enterprises and organizations of the electric power industry in settling relations with tax authorities and regional energy commissions on the justification of costs for partial and complete restoration of electric power facilities, the Ministry of Energy of Russia considered this problem and recommends using regulatory and technical documents adopted by the USSR Ministry of Energy, the Ministry of Fuel and Energy of Russia and RAO "UES of Russia".

In the event of disagreements with the tax authorities in the regional energy commissions when using the recommended regulatory and technical documentation, enterprises and organizations can apply for expert opinions to specialized institutions and organizations in the electric power industry.
