What do parking signs mean? What does a paid parking sign look like and what does it mean

Paid parking signs June 2nd, 2017

Until recently (in the historical period), just some 5 years ago, we in Russia did not have paid parking on the streets. Therefore, even an additional plate with coins meant payment only in cash in the rules.

For a short period in the 2000s, Luzhkov collected money in this way on some streets. As they say, not many will remember, but it was so. However, after the parking attendants began to take most of the collected money into their pockets, and not into the budget, Yuri Mikhailovich covered the feeder.

In 2012, at the suggestion of Maxim Liksutov, Sergei Sobyanin decided to introduce the first paid parking zone under the new rules. As he himself later admitted, this was one of his most difficult decisions. Not surprisingly, few were willing to pay for what used to be free. But not the point. A lot of signs were put up, they began to spoil the appearance of the city. Then there was no traffic jams and with the use of signs of a reduced size, as well as signs with combined information plates, for example, payment.

Signs should be not only understandable, but also beautiful and interesting. On the parking sign, the Latin letter "P" (parking) is too reminiscent of the Russian "P". Why not play with it and introduce a new toll sign - like this.

Firstly, it is beautiful and original, secondly, it attracts attention and develops the designation of the Russian currency (invented by the notorious Tema Lebedev). In short, even foreigners cannot make a mistake.

I know that now there are 2 skeptics, "they say, do not scare people, the road is not a place for experiments." Yeah, tell that to the leaders in road safety - the Europeans.

The first time I saw such signs in Italy many years ago, I thought that this was some kind of local feature.

But then I met such signs all over Europe. It's funny when you show these photos to some big people in the traffic police. Let me remind you that they are not allowed to travel abroad. So they wonder, " how do these Europeans violate the strictly established road signs prescribed in the relevant annexes to the Vienna Convention on Road Traffic". Yes, no one lives by outdated standards, except for us, that's the whole secret.

Moving people along the road is not a strict program code. This is psychology, certain patterns of behavior. The game form of conveying important information is no longer just an initiative that should be taken, but an obligation in the information age.

Therefore, I think that this is an excellent answer to the Europeans. Give me a new sign!

The world around us is constantly changing. Some innovations make me happy, some upset me. And with some innovative ideas of leadership, you just have to put up with, since they are aimed at restoring order in the city and are enshrined in law.

It is such an innovation as paid parking caused a lot of debate, which showed both ardent supporters and many opponents of this idea. But since the idea is already implemented and working, everyone will have to choose to use this service or ignore it, choosing places without a paid parking sign. But in order to be able to choose, you need to know what the paid parking sign looks like and what it means, so we study and remember.

Order with car parking in the city

The larger the city, the more serious the issue of parking spaces for vehicles. Trying to solve the problem in a civilized way, the city authorities decided to arrange both free and paid parking lots. But since parking lots are marked different road signs, which means different conditions for parking a car, you need to study all possible signs so as not to run into penalties that will necessarily follow for violations.

But penalties are not the worst punitive measures that can follow for those who do not know all the nuances of proper parking. Having parked your car in a paid truck parking lot, you can not only pay several times more for parking, but also not find your vehicle in the left place. The fact is that, according to the rules established by the city authorities, cars cannot stop in such parking lots. Therefore, the relevant services have every right to evacuate the car to the impound lot, which no one can like.

What signs indicate that you can park the car

It's not a secret for any of the drivers that the parking sign marked with "R" on a blue background. But the signs, which may be accompanying, may indicate both paid parking and the possibility of leaving the vehicle only of the specified category. Therefore, care when choosing a parking place will be quite useful even for experienced motorists.

If parking is paid, then signs in the form of coins "10", "15" and "20" will be indicated under the parking sign. The entrance to such a parking lot can also be marked with the inscription “You are entering the paid parking zone” and then even a novice in driving will no longer have any doubts that you have to pay for parking. To indicate that the paid parking lane is ending, the inscription “You are leaving the paid parking zone” may prompt, and the parking sign will be crossed out.

Important information for drivers is that even if there is a paid parking sign, and you drive into a nearby yard, there is no charge for parking in the yard.

If under the usual signs there is also a truck icon, then you should not stop there. This parking lot allocated for freight transport and placing a car on it may result in the loss of your vehicle, which will be delivered to the impound. In addition, such parking spaces have a completely different tariff, which is several times higher than the payment for a regular parking lot for cars.

How much can parking a vehicle cost?

The thing is that the fee for parking a car in different parking lots may differ. The cost of payment must be indicated on the signs that are present in the parking area.

But these signs are not always present and an inexperienced driver may be confused and not know how much to pay. According to experts, if the parking rate is not indicated, then there is common tax and every hour of parking. But according to various sources, the amount ranges from fifty to sixty rubles per hour.

The good news for car enthusiasts is that if the car park did not exceed fifteen minutes, then such a short period does not need to be paid. Therefore, if you can solve all your affairs in such a short time, then you can use paid parking lots for free.

How can I pay for parking?

The city authorities have provided a variety of ways to pay for parking, so that everyone is comfortable and motorists do not have any problems with this. The only payment that is not provided, but very familiar and convenient for everyone, is payment for cash.

These are found in cities Payment Methods:

But for some payment options, you need to prepare in advance and perform preliminary manipulations with your mobile devices, so it’s worth talking about all the possible options in more detail.

If at the selected paid parking lot you can pay at the parking meter, then such a machine will be placed in the most visible places, so you can immediately notice it. To make a payment in such a machine, you need have a bank card with a certain amount in the account or scratch card. All the manipulations that need to be done with this device can be peeped on its screen, which will display all the necessary and brief information, what to insert where and which key to press. And don't forget to take the check that the parking meter will issue, it can come in handy.

If the driver intends to pay for parking using a mobile device using SMS, then you need to remember the number 7757, to which you will need to send a message. The information to be written in the message describes the details of the parking lot in detail.

What data must be contained in the SMS:

  • Parking number (information must be indicated on the sign).
  • If the parking is expected to last more than an hour, an “X” is added, after which the parking hours of the car are indicated.

The parking number and vehicle registration data are separated by an asterisk.

When the parking time specified in the message comes to an end, an SMS with an extension offer is sent. If necessary, a second message will be sent to the specified number. with an "X" and a number, which will indicate the hours of stay in the parking lot. These actions entail the debiting of funds for the time spent in paid parking.

But if the car owner did not need the amount of time that was paid for, you can report this with another message. Now you need to send the “C” or “S” badge to the already familiar number. This will report that all of the paid time was not needed, and the remaining paid hours will be spent next time when needed.

A more modern payment method that any motorist can use, but which requires advance preparation, is payment using Internet applications. To get such a function, anyone needs to find a site on the Internet called "Moscow Parking Space", register on it, by opening a "Personal Account". After that, the driver can use all the privileges of this service if the Internet is available.

The program works in several stages. When entering a paid parking lot, a registered customer who wants to pay for the service turns on the required application. Enters his "Personal Account" and selects the button on the "Park" screen. Also in the program to extend the parking time There is an "Extend" button. Well, if you need to leave before the end of the paid time, the developers provide the "Leave" button.

What are the penalties for non-payment?

Although the authorities of the city provide, it would seem, all methods of payment, it is not always possible for motorists to pay for paid parking services. If for some reason payment is not made, for such cases there is a telephone +7 495 539 22 99. This is the “One Center”, by contacting which you can get registration of appeal. The contacting driver will be given a number that will be needed to prevent punishment.

Of course, those who intentionally use and do not pay for paid parking services will incur significant penalties in the form of fines in various sizes. The minimum fine established for evasion of payment for services is subject to a fine of two and a half thousand rubles. The maximum fine is limited to five thousand.

If the fine is not paid within thirty days, a new additional fine will be added later. The amount of the repeated fine shall be imposed in the amount of one to five thousand rubles. But there is also more severe punishment in the form of administrative arrest, which can last up to fifteen days. Anyone who repeatedly evades paying fines may be deprived of the right to leave the country.

Having learned all the rules of paid parking and the conditions of punishment for their non-payment, it becomes clear that it is better to pay the amount established by the city government and not bring it to the imposition of penalties. And if someone is not satisfied with this order of things, then it would be wise not to use the services of paid parking, but to look for free parking lots, which, although few are left, still exist.

In our world based on market relations, you have to pay for everything, including the fact that you park your car in a specially designated parking lot. There are so many cars in crowded megacities that there are not enough free places for their parking, so the authorities began to allocate special areas for them, where car owners can safely leave their car for any period of time for a fee. However, you need to know how to pay for parking on time so as not to receive fines for unpaid parking.

In order to discipline drivers and replenish the city treasury, the Moscow authorities in 2015 introduced fines for unpaid parking. At the same time, the entire metropolitan area is divided into zones of paid and free parking. The first is distinguished by special arrangement and equipment, marking of parking spaces, the presence of parking meters - automatic machines for accepting payments. The boundaries of the paid parking area are marked with a warning sign or a sign. However, despite this, many drivers, especially visitors from other regions, habitually forget to pay for parking.

Paid parking sign

According to the Rules, a road sign 6.4 "Parking" is installed near each parking area intended for parking, which is the letter "P" (Parking) on a blue background. The fact that this parking area is paid is indicated by the plate 8.8 “Paid services” reinforced below, which is depicted in the form of three coins with a face value of 10, 15 and 20. If there is no additional plate under the “P” sign, then the parking is free. Thus, the paid parking sign is a combination of sign 6.4 with sign 8.8.

In addition, the boundaries of the paid parking zone are indicated by warning boards or tabloids with appropriate signs about entering the zone or leaving the paid parking zone. If the entrance to the paid parking area is indicated by a combination of signs 6.4 and 8.8, then the exit from it is indicated by the same signs, but three parallel inclined lines crossed out diagonally.

It is also recommended to pay attention to road markings; each parking space is marked with oblique or straight stripes on paid sites. It should be borne in mind that it is forbidden to park the car in the final sector, bounded by the semicircle that ends the site, as it will interfere with cars leaving the transverse street.

The cost of paid parking and benefits in Moscow

The cost of paid parking in different cities is different and is determined by the decision of local authorities. In Moscow, for parking a car in a paid zone, 80 rubles are charged for each hour in the area covered by the Boulevard Ring and 60 rubles per hour in the area between the Boulevard and Garden Rings.

However, if you do not pay for parking, then it will cost 2,500 rubles, as well as the evacuation of the car, which will cost the owner 5,000 rubles.

But, as with all government regulations, there are also exceptions. In the paid parking area, you can park your car for free in the following cases:

  • if the parking time does not exceed 15 minutes;
  • if in the courtyard or adjacent territories, which are not subject to the regulation on paid parking;
  • if the owner of the car is a participant in the Second World War or belongs to a category of people equated to them, a disabled person or a representative of a large family. Drivers falling into this category of beneficiaries must annually issue an appropriate permit at the multifunctional center of Moscow for the provision of public services. At the same time, disabled people or veterans can park a car free of charge only in the parking spaces designated for them, marked with the corresponding sign;
  • if the car is an official transport of emergency services;
  • Citizens residing in these territories can park their car for free in paid parking overnight from 20.00 pm to 8.00 am. To park in the daytime for this category of citizens, you can purchase a preferential annual subscription at the MFC worth 3,000 rubles. Only 2 agreements can be issued for each apartment, which are valid only in their own parking area. This rule does not depend on the number of owners or people living in the apartment.

You can apply for them at the nearest branch of the MFC. The validity of the permit may be temporarily terminated if its owner has accumulated three or more debts to pay fines for any types of traffic violations.

From November 1, 2016, a resolution on the extension of the validity of resident parking permits comes into force in Moscow. According to this regulation, a citizen can choose for how long he will extend the validity of a resident parking permit. If earlier it was necessarily a year, then from November 1 it will be possible to issue a permit for a year, two years or three, at your choice.
The fee for a resident parking permit remains the same - three thousand rubles a year. It can be paid in parts, once a year, or you can pay, for example, immediately for three years.

Who can fine for unpaid parking?

All types of violations related to improper parking and methods of parking vehicles are detected by traffic police and Mosparking inspectors. In addition, special cars equipped with video cameras patrol the entire paid parking zone, which record the numbers of all parked cars and automatically check them in the parking payment database. If the number of a car whose parking has not been paid is identified, a decision on a fine for unpaid parking in the amount of 2,500 rubles is issued to its owner and sent by mail to his address. You need to appeal the parking fine to the authority from which the decision to impose it arrived no later than 10 days from the date of receipt of the letter. The fine must be paid within 60 days.

How to pay for parking?

There are several ways to pay for parking:

1. Payment through the parking meter

Automatic terminals that accept payment for parking cars are called parking meters. Parking meters accept only bank or parking cards for payment, it is impossible to pay in cash at the parking meter.

The procedure for performing a payment transaction is as follows:

  1. the “Parking payment” function is selected on the monitor;
  2. enter the number of the car, according to the required format;
  3. the number of the parking zone where the car is parked is confirmed;
  4. enter the parking time in hours;
  5. a payment card is applied to the reader (inserted into the card reader), wait for the end of the calculation and receive a check

The device automatically calculates the cost of parking, taking into account the current tariff for this zone and the parking time at a 15-minute rate.

At the parking meter, it is important to correctly enter the number of the parking zone, which, as a rule, is indicated on the billboards next to the parking place. After the end of the financial transaction, all information is automatically transferred to the central server in a single database for accounting for parking payments.

Parking meters are usually installed at each paid parking lot, and they are convenient to use. However, their disadvantage is the possibility of non-issuance of a receipt (check) on the payment made at the end of the paper check tape inside the device. If, when paying with a bank card, it is possible to confirm the financial transaction at the bank, then when paying with a parking card, it is no longer possible to confirm the payment.

2. Payment for parking via SMS

In Moscow, cellular operators provide the ability to make payments for parking cars via SMS. To activate, renew and terminate the service, you need to perform the following operations:

  1. You should send a coded message to number 7757 in the form - parking number * car number * parking time in hours (from 1 to 24), for example, 1010 * A444MM111 * 8.
  2. Extension of parking, for which you need to send a message to the number indicated above, consisting of the Latin letter X and the extended time in hours, for example, X4.
  3. Early termination of parking, for which a simple message in the form of the letter C or S should be sent to 7757. Then the amount of the remaining unused parking time is returned back to the parking account of the owner of the car.

The last operation allows you to save money due to per-minute billing. Recall that the first 15 minutes of parking are free, and billing occurs with an accuracy of 15 minutes. Therefore, you can do the following:

  • for example, the driver parks the car at 9.00, and sends an SMS about parking payment at 9.13, indicating a stay of 60 minutes, in which the parking period expires at 10.15;
  • then he picks up the car from the parking lot ahead of schedule at 10.12 and immediately sends an SMS about stopping parking, due to which the funds for the remaining time of 13 minutes are returned back to his account;
  • thus, the car actually stood in the parking lot for 60 minutes, and was debited from the driver's account for only 30 minutes.

To be able to pay for parking via the Internet, you must first install a special application on your smartphone called "Moscow Parking". Next, follow these steps:

  • register in the application by sending SMS in the form of the word PIN to the number 7757 and get a personal account;
  • after receiving a response message with a password on your phone, you need to log in to your account by entering your login (phone number) and password in the appropriate windows;
  • replenish the balance of the parking account;
  • select the "Park" option, and the automatic countdown of the parking time and debiting of funds from the account will start;
  • select the option with a triangle to extend the parking lot;
  • select the option with a square to close the parking lot;
  • select the “Fines” option for timely clarification of information about the presence of an outstanding fine for non-payment of parking.

4. Payment on Qiwi terminals

Qiwi terminals are located in many supermarkets, shopping centers and accept cash payments, for which you need to choose: “Payment for services - State duties - Moscow parking”, write down the parking zone number and parking time, and pay the required amount in cash. At the same time, the services of the terminal system cost 2% of the deposited amount.

How to appeal a parking fine in Moscow

Of course, every driver knows that it is impossible to park a vehicle in the wrong places. Despite this, on the streets you can often see cars that are parked against the parking rules. The government decided to radically deal with violators, because they become an obstacle to the movement of other cars. To correctly choose a place for parking, you need to understand the signs. In this article, you will learn what the sign "Parking 10, 15, 20" means.

Choosing a parking spot

In modern conditions of life, motorists have to choose a parking space not where it is allowed, but where it is not prohibited by law. Parking a car so that it is not evacuated is quite difficult. It is enough to open the traffic rules to see that there are a huge number of situations in which not only parking, but even stopping cars is prohibited in certain places. In general, in order to leave the car and not get problems, you need to do it under the parking sign. It represents the letter "P" on a blue background. In addition to it, additional pointers can also be attached that carry the following information:

  • option for the correct position of the machine;
  • types of cars that are allowed to park;
  • designation of places for the disabled.

What do the numbers under the parking sign mean?

Many modern car owners, having seen the sign “10, 15, 20” above the parking lot, wonder what it means. Some mistakenly believe that such a symbol is a remnant of the Soviet era, but in fact it is intended to indicate paid parking. Next to such a sign there should be an indicator of the territory in which this sign is valid, if there is no such sign, then the requirement to pay for parking is illegal. The area where parking is prohibited is indicated by the same letter "P", only crossed out.

Paid parking sign area

For violation of the rules of paid parking, the driver may be fined or even evacuated the vehicle. The number of cars on the roads is constantly increasing, and in this regard, parking areas are constantly expanding. Since workers do not always have time to apply signs and markings in a timely manner, you need to know how to independently determine the boundaries denoting parking:

  1. Parking for cars, which is located in such a way that it is adjacent to the local area, cannot be used as a paid one. Requiring money for parking in such a place is prohibited by law.
  2. If the parking sign does not indicate its coverage area, this means that the car is allowed to be parked on the territory up to the nearest intersection, but not closer than 5 meters to the area where the parking intersects with the carriageway of the road surface.
  3. Near the parking sign itself there may be a sign indicating the parking area and its length, as well as the direction.

Before leaving the vehicle, carefully consider the signs nearby, this is necessary in order not to unwittingly become a violator.

Payment for a parking space

Knowing the rules for parking vehicles, you can not worry about problems with the law. Also, in order not to get into trouble, you need to know how to pay for parking. When entering the paid parking area, which is marked with a special sign, the driver knows that it is necessary to pay for the use of parking. But for many, if there is no sign, it is not clear how much it costs to use the parking lot. This cost is fixed and ranges from 50 to 60 rubles per hour.

Drivers need to know that even if there is a parking sign indicating that it is paid: “10, 15, 20”, then parking a car that lasts less than fifteen minutes does not need to be paid. If more time is required, the stop time must be extended accordingly. To do this, you will have to pay money for the time of using the parking lot. Keep your receipt for confirmation in case of questions.

Payment Options

You can pay for a parking space in different ways, namely:

  • parking meter;
  • internet application.

The most popular way to pay for parking among drivers is payment by SMS. To deposit money, you need to send a message to the short number 7757 from your mobile phone. In the text, using digital designations, the parking number and registration state number of the vehicle are indicated. An asterisk is used to separate this information. When sending this appeal, it is considered that 50-60 rubles will be debited from the account, that is, the cost of parking for one hour. If this time needs to be increased, then an SMS is sent with the designation ×2 or ×3, etc. (the figure indicates the number of hours of parking).

In case of non-payment, a fine of two and a half thousand rubles will be imposed on the driver.

Recently, paid parking lots have begun to appear in Moscow and some other large cities of the Russian Federation. Until now, many drivers simply do not know how these zones are designated. A paid parking sign is provided to distinguish between these areas. Next, consider its main nuances.

Paid parking zone designation

In a metropolis, it is extremely difficult to find a place where you could leave your car for a while. A single sign was adopted to designate the parking zone - 6.4. Parking. It looks like a white capital letter P on a light blue background.

At the same time, any parking lot can have its own characteristics. In particular, paid parking is indicated by an additional sign 8.8. It is a white plate with 3 coins, in the center of which are the numbers 10, 15 and 20. Thus, the beginning of the paid parking zone is indicated. The end of this area is indicated by a crossed-out parking sign.

Organization and control

Paid parking spaces are equipped areas that are adjacent to the sidewalk or roadside. Such zones are designed to organize legally equipped parking of vehicles. They are marked with certain road markings, designed to control the location of vehicles. The first thing drivers see in front of them is a paid parking sign.

To control such territories, parkons, special vehicles, run. When another car enters the territory, their locking device instantly turns on. It uses cameras and GPS navigators to control the registration numbers of arriving vehicles.

All data scanned by the fixing device enters the database. Further, the computer program filters out cars that belong to the privileged category of citizens or those who have already paid for paid parking services. In addition to parkons, there are inspectors on the territory who collect information about the vehicle using a tablet.

Every day (usually in the evening) the collected information is transmitted to the traffic police information center. It processes data on violators, that is, citizens who ignored the need for payment. As a result, all these drivers are sent a notice of a fine with photo confirmation of the violation.

What is the scope of this sign

The presence of secure parking allows drivers to safely leave their cars without fear that something will happen to them, because such areas are guarded and under constant video surveillance. However, at the moment, due to the expansion of paid parking lots (especially in Moscow), not all parking zones have appropriate markings or special boards that limit the beginning and end of the parking zone.

Therefore, the driver needs to know how far the sign is valid:

  • If there is a paid parking sign without additional length indicators, then it is permissible to park the vehicle to the nearest intersection. In this case, the distance should be no more than 5 meters before the intersection of the carriageways.
  • An additional plate (No. 8.2.1) “Area of validity” is provided to indicate the duration of the paid parking sign. It is a rectangular plate with a black number (indicates the number of meters) and an arrow on a white background. It is located below the paid parking sign.
  • That part of the road section that is suitable for parking vehicles and at the same time is located before the “paid parking” sign does not fall under the coverage area of this road sign. Drivers who leave their vehicle in this area do not need to pay paid parking, but most likely they will violate any other traffic rules by doing so.
  • Territories that are located next to the courtyards of nearby residential buildings are not included in the paid parking zone. This space is intended for parking of cars of tenants and their guests.

Rules regarding parking fees

Russian legislation provides for clauses according to which certain categories of citizens are exempted from paying for paid parking.

  • disabled persons of any group or their representatives;
  • war veterans;
  • members of large families;
  • owners of electric vehicles;
  • former prisoners of concentration camps;
  • motorcycle owners;
  • emergency workers.

In order to obtain the right to free parking, a representative of any of the above categories of citizens must issue permits. To do this, you need to apply with documents confirming the benefits to the local administration or the HOA, which includes the territory adjacent to the parking lot.

The regulations also provide preferential terms for residents of houses nearby to paid parking or tenants of commercial premises. In particular, they have the following benefits:

  • Apartment owners (or tenants) can obtain a resident permit. This document allows you to leave your vehicle free of charge between 20:00 and 08:00. At the same time, no more than 2 such documents can be issued for one dwelling.
  • Residents can purchase an annual daytime parking pass. The cost is 3000 rubles, which is much cheaper than using it on a general basis.

The fastest way to issue these documents at the MFC. Preferential conditions do not apply to drivers who have overdue traffic police fines.

On the video about paid parking

Many drivers (especially in Moscow) do not like the fact that state paid parking lots have begun to appear. However, their presence is intended to improve the condition of the road infrastructure by replenishing the budget. Whether there will be a positive trend - time will tell.
