Scholarship in MSPU size. Scholarship provision

Children from low-income families are entitled to one-time social assistance from the government. To receive it, the student writes an application addressed to the rector. This issue is discussed at the meeting, the trade union, the curator of the group is invited. If the above persons approve the application, the student will receive assistance in monetary terms.

Each university has a different amount of scholarships, but the minimum is 1200 rubles. In the first semester, everyone receives a student allowance, regardless of grades. In the second, only those who studied “good” and “excellent”, passed the session and have no debts for offsets will receive payments. Excellent students are given an increased scholarship, the increase is established by the Academic Council.

Scholarship in 2019-2019 academic year

Of course, the size of these scholarships does not allow the student to feel wealthy, but if the student has a certain right to several types of scholarships, the total amount of his income can be approximately 20 thousand rubles. Let's do some calculations that will clearly show you how you can get this amount.

Students who receive academic payments are also eligible to receive this payment. Also, people who are orphans, live without parental care, people with disabilities (groups 1 and 2), veterans and invalids of military operations, people affected by the Chernobyl nuclear power plant and people whose family income on one of family members, does not exceed the minimum subsistence level in the region.

The amount of the scholarship at Moscow universities in 2019-2019

The volume of the scholarship fund has increased, therefore, scholarships for postgraduate students were automatically raised. From now on, they will receive 2637, 2717 or 6330 rubles (depending on the direction they have chosen to study). Prior to that, they received 1,000 rubles less.

A scholarship is a monthly amount of payments made, as a rule, at the expense of the state budget in order to provide material support to one of the most vulnerable categories of the country's population - full-time students of secondary and higher educational institutions, graduate students and doctoral students. Recently, the State Duma has repeatedly called for depriving students of cash payments, allegedly in conditions of an economic and political crisis, such types of subsidies are rather a luxury for the state treasury. Fortunately, the proposal to cancel the aid remained on the sidelines of the State Duma. Therefore, as before, students of Moscow and other universities of the country may well count on obtaining scholarships.

Scholarship for Russian students in 2019

However, in 2019, scholarships were still slightly raised. Recall that Dmitry Medvedev signed a resolution according to which the subsistence level was set at 9,662 rubles, which is much higher than the amount of payments due to students. The Ministry of Education spoke about the need to review scholarships, emphasizing that higher payments will pay for themselves in the future.

The Ministry of Finance said that the state of the budget did not allow this step to be taken, and the government considered questions about the overall reduction of the budget burden, figuring out how to reduce its expenditure side. All the debate ended with the adoption of standards that determine the amount of academic and social payments for university students, according to which Russian students should not expect an increase in scholarships in 2019.

Scholarship for students in the 2019-2019 academic year

Presidential scholarships are provided for students studying in areas that are beneficial for the country's economy. Paid for achievements and various successes. In addition, only full-time students with high academic performance who are actively involved in the life of the educational institution can apply for this scholarship.

According to Dmitry Livanov, it is planned to increase the amount of scholarships for graduate students studying at the full-time department, and for state students. One cannot overlook the fact that the scholarship does not match the living wage, forcing the bulk of the students to find ancillary income. And this has a negative impact on learning.

Scholarship of MPSU 2019

The nominal scholarship of the Academic Council of the Tomsk State Pedagogical University is a financial incentive for university students who have shown excellent academic performance in all disciplines, actively participating in research work and social activities of the University.

Scholarships of the President of the Russian Federation are awarded to full-time students of state educational institutions of higher professional education (studied on a budgetary basis) who have achieved outstanding success in their studies and scientific research.

Assignment of scholarships to students in the 2019 academic year

The amount by which they want to increase the scholarship, as well as the size of the scholarship itself, depends on the educational institution, as well as on the region of our country. Also, recently there has been a trend of different scholarships in the same institute, but in different faculties. This is due to the fact that at a not too prestigious faculty they give a scholarship higher than at others, in order to attract new students.

All questions about the payment of scholarships to students, graduate students, doctoral students, etc. are regulated by the law "On Education of the Russian Federation". The student receives monthly assistance from our state in accordance with the established rules and prescribed norms for the provision of this type of subsidy. The amount of the scholarship directly depends on the institution where students are studying. For secondary educational institutions, technical schools, colleges, social payment - a scholarship - cannot legally be lower than 487 rubles. In higher educational institutions, students should not receive a scholarship lower than 1340 rubles.

For graduates of Russian schools, one of the most difficult periods of their lives is coming to an end. Most recent schoolchildren successfully passed the Unified State Examination, received the results and applied to the universities of the Russian Federation for the specialties with which they dream to connect their lives. In anticipation of the announcement of the verdict and in preparation for additional tests that are mandatory for enrolling in state-funded places in the country's most popular educational institutions, it's time to ask what the scholarship will be in the 2017-2018 academic year. What is a student scholarship? Often, questions of actual survival and the need to find part-time jobs depend on it. Consequently, the size of the scholarship directly affects the quality of education and the standard of living.

From this article you will learn:

Before proceeding to a detailed analysis, it is worth clarifying what a scholarship is.

A scholarship is a financial assistance established at a certain level, which is provided to students of universities, colleges, technical schools, colleges and a number of other educational institutions, as well as cadets, graduate students and doctoral students.

The size of the scholarship, in most cases, is set by the educational institution itself, and, therefore, may differ significantly in different universities of the Russian Federation. Also, when choosing a place of study, you should know that the state scholarship, which will be discussed in this article, is paid exclusively to students of state educational institutions. Students of private universities, as well as those who have entered the contact form of education, are deprived of financial assistance from the state.

So, the average student of a state higher educational institution in Russia, studying on a budget, can count on the following types of scholarships:

  1. Academic- provided to students of full-time departments who are studying at the expense of the budget and do not have academic debts. In other words, those who have only “good” and “excellent” appear in the offset can count on this type of payment. Although this is not yet the final indicator, the score for obtaining a scholarship may be different in different universities, as well as additional criteria.
  2. Enhanced academic the scholarship for students is accrued from the 2nd year, which means that those who entered the university in 2017-2018, in order to increase the amount of payments, must achieve certain high results in education or sports during the first year of study, as well as take a direct part in cultural life of the educational institution.
  3. Social- paid to students who need financial support from the state. Its size does not depend on success in education and is calculated on the basis of the documents submitted confirming the corresponding right of a citizen to state assistance. It can be provided not only in cash, but also, for example, to pay for a hostel. The list of documents for its registration can be clarified in the dean's office.
  4. Increased social is intended for socially unprotected students during the period of study at the 1st and 2nd courses. Like a regular social scholarship, such a scholarship does not depend on grades and is awarded under a single condition - the absence of academic debt.
  5. Named government and presidential scholarships- payments that students of faculties of priority areas who demonstrate high educational achievements can count on.

Scholarships in 2017-2018 academic year

As mentioned earlier, the amount of financial payments to students of different universities in Russia may differ due to the fact that the law provides educational institutions with the opportunity to independently set the size of scholarships, regulating only the lowest level of payments. All universities use these rights, establishing scholarships for students in accordance with financial capabilities.

According to the amendments made to the Federal Law “On Education in the Russian Federation”, three stages of increasing scholarships are planned:

1 in 20175,9 % 1419 rub.
2 in 20184,8 % 1487 rub.
3 in 20194,5 % 1554 rub.

Obviously, for a normal life, it will not be enough for a student to simply have good academic performance and the absence of debts. It is necessary to strive to obtain the right to increased payments. For comparison, the average size of an increased academic scholarship in the last academic year was about 7,000 rubles.

Today, the views of all students in Russia are turned to the State Duma, which has submitted a bill justifying the increase in scholarships to the level of the minimum wage, which means raising the bar for minimum payments to 7,800 rubles.

Increased scholarships

The right to an increased social scholarship is granted on the basis of a package of documents confirming the student's special status. Applicants for higher social benefits include:

  • orphans;
  • children deprived of parental care;
  • disabled people of the 1st and 2nd groups;
  • disabled and combat veterans;
  • Chernobyl.

The accrual of an increased academic scholarship is a complex process, since the amount of payments directly depends on the student's rating and his personal achievements. The amount of financial assistance, as well as the criteria for its applicants, each university determines independently.

If you are planning to compete for an advanced academic scholarship, it is important to know that:

  • the scholarship is awarded on a competitive basis;
  • only 10% of students receiving a regular scholarship can qualify for increased payments;
  • The award decision is reviewed every semester.

For students of the Siberian Federal University, an information video was released on how to get an increased scholarship. It may shed some light on some of your questions.

Named government and presidential scholarships in 2017-2018

For special achievements in study and scientific work, students of Russian universities are provided with a Presidential scholarship, which in the 2017-2018 academic year will be provided for 700 students and 300 graduate students in the amount of 2000 rubles. and 4500 rubles. respectively.

The number of students of a particular university will be determined by allocation of quotas. The largest number of Presidential Fellows this year will be received by:

The distribution of quotas for graduate students for 2017-2018 gives the right to assert that the President's scholarship will be more accessible to scientists from such universities:

universityQuota
1 Moscow Institute of Physics and Technology7
2 National Research Nuclear University MEPhI7
3 St. Petersburg National Research University of Information Technologies, Mechanics and Optics7
4 Ural Federal University Yeltsin6
5 St. Petersburg National Research University of Peter the Great5

In addition to presidential, students can compete for other nominal payments:

  • Moscow government scholarships;
  • regional scholarships;
  • scholarships from commercial organizations: Potaninskaya, VTB Bank, Dr. Web, etc.

Why you can lose scholarships

Most budget students expect to receive a scholarship upon admission. But, in practice, not all university students maintain a high level and receive financial assistance throughout the entire period of study. The loss of a scholarship is a serious problem for many, and therefore it is worth knowing in advance what can lead to such negative consequences and strive to avoid such situations.

So, in the vast majority of cases, a student is deprived of a scholarship if:

  • the student systematically skips couples;
  • at the end of the academic semester there is an academic debt;
  • grades below the level of "good" appear in the record book.

You will also have to say goodbye to the scholarship when switching to part-time education and when applying for an academic leave. However, all these reasons are well known and lead not only to the loss of scholarships, but also to departure from the university.

STATE ACADEMIC SCHOLARSHIP AND/OR STATE SOCIAL SCHOLARSHIP

A scholarship is a cash payment assigned to students in order to stimulate and (or) support their development of relevant educational programs (clause 1, article 36 of the Federal Law "On Education in the Russian Federation").

Types of payments in MPGU

  • state academic scholarship
  • state social scholarship
  • increased state academic scholarship (for achievements in sports, educational, cultural, creative, social and scientific activities at the university);
  • increased social scholarship (for 1st and 2nd year students who belong to the category of the needy and have academic performance grades not lower than “good” grades)
  • material support
  • payments to orphans and children left without parental care (compensation for food, clothing, educational literature, payment for travel to a place of rest, treatment or residence)
  • state scholarships for graduate students
  • scholarships of the President of the Russian Federation and the Government of the Russian Federation
  • nominal scholarships

To receive scholarships, a student must have a payment card.
Currently, to issue a card, it is enough to have an identity card with you. If in the first month of study you do not have a payment card yet, or it is at the stage of production, you will receive a scholarship at the end of the month the card is produced.

STATE ACADEMIC SCHOLARSHIP

The state academic scholarship is awarded to students (bachelors, specialists, masters) studying full-time at the expense of the federal budget, depending on academic success based on the results of intermediate certification at least 2 times a year.

A student who is awarded a state academic scholarship must meet the following requirements:

– the absence of “satisfactory” grades based on the results of the intermediate certification

– no academic debt

In the period from the beginning of the academic year until passing the first intermediate certification, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.

This means that if you entered 1st course, then at first you will be awarded a scholarship in the minimum amount established at Moscow State Pedagogical University until passing the intermediate certification (end of the first semester) - 2100 rubles. The scholarship is paid once a month. Sending a payment order for the transfer of funds is carried out by the federal treasury on the next day after the application is submitted by the university. Then, within 3 working days, banks distribute money to students' accounts, according to the submitted student registers. At present, MPGU has probation student scholarships from the 26th to the 29th of each month. The payment deadline is the day the accounting department sends payment documents to the treasury. Therefore, if the scholarship was paid by the university on the 25th day of the month, then it will be credited to students' accounts no earlier than the 29th-30th day of the same month.

Based on the results of passing the intermediate certification, the state academic scholarship is paid to students in the following amounts:

passed all exams

for "excellent" - 2600 rubles
for "excellent" and "good" - 2400 rubles
for "good" - 2200 rubles

State academic scholarships to students are paid in amounts determined by the university independently, within the funds allocated to the university for scholarships for students (scholarship fund), in compliance with the standards established by the Government of the Russian Federation for each type of scholarship. The standard for the state academic scholarship is 1484 rubles. for 1 person. The procedure for distributing the scholarship fund by type of scholarship is also determined by the university independently.

The scholarship for the period of the summer months (July, August) is paid if the student, according to the results of the intermediate attestation (summer session), has grades “good” and “excellent”.

As a rule, students have certain reasons why the payment of a state academic scholarship can be stopped temporarily or permanently).

  1. If the student did not pass tests and exams within the time limits set by the educational organization, for good reasons (illness, family circumstances, natural disasters), the leadership of the educational organization (after the student submits supporting documents) sets individual deadlines for passing tests and exams, after which he a scholarship is (or is not) awarded.
  2. If the student was transferred from one educational organization to another, the scholarship is paid after the difference in curricula is eliminated.
  3. If a student, following the results of passing an intermediate certification (examination session), has at least one “satisfactory” mark and (or) academic debt in one of the subjects, then he automatically loses the right to receive a scholarship until passing the next intermediate certification.
  4. If the student is on academic leave due to academic failure, the scholarship is not paid.
  5. The payment of state academic scholarships to students ceases from the moment the student is expelled from the organization.

STATE SOCIAL SCHOLARSHIP

The social scholarship is assigned to students who are:

orphans and children left without parental care, persons from among orphans and children left without parental care, persons who lost both parents or a single parent during the period of study, disabled children, disabled groups I and II, disabled since childhood , students exposed to radiation as a result of the Chernobyl disaster and other radiation disasters, as a result of nuclear tests at the Semipalatinsk test site, students who are disabled due to a military injury or illness received during military service, and combat veterans, as well as students from among citizens who have served for at least three years under a contract in military positions to be replaced by soldiers, sailors, sergeants, foremen, and dismissed from military service on the grounds provided for in subparagraphs “b” - “d” of paragraph 1, subparagraph “a ” of paragraph 2 and subparagraphs “a” - “c” of paragraph 3 of Article 51 of the Federal Law dated 28 m art of 1998 No. 53-FZ "On military duty and military service". The state social scholarship is also assigned to students who have received state social assistance (upon providing a document from the place of residence on the purpose of this assistance).

The scholarship is paid monthly. The main difference between a social scholarship and others is that it does not depend on the success and academic performance of the student. At the moment, the size of the state social scholarship at MSGU is 3000 rubles monthly.

A student who is in arrears in mid-term certification is also entitled to receive a social scholarship.

The payment of the state social scholarship is appointed from the date the student writes an application for the appointment of a social scholarship and is paid until the date of termination of the grounds for its appointment. For students whose benefit is indefinite, a social scholarship is assigned from the date of writing the application and terminates upon graduation from the university or until the student is expelled.

The fact that a student is on academic leave, as well as maternity leave, parental leave until he reaches the age of three years, is not a basis for terminating the payment of state academic and state social scholarships assigned to the student.

The state social scholarship has a declarative character. For its appointment, each student, regardless of the type of benefit, must apply for this scholarship and attach documents confirming the right to benefits.

Students belonging to the category "poor" submit a certificate from the place of residence on the receipt (appointment) of state social assistance.

Applications for state social scholarships are submitted to the deputy director (dean) for educational work of their institute (faculty).

A student who has not submitted such an application is not automatically assigned a state social scholarship!

Orders on the appointment of state social scholarships are prepared by institutes (faculties) on the basis of applications submitted by students and submitted documents.

INCREASED SOCIAL SCHOLARSHIP

The appointment of an increased social scholarship is made by the university, in accordance with Part 5 of Article 36 of the Federal Law "On Education in the Russian Federation", Order of the Ministry of Education and Science of Russia dated December 27, 2016 No. 1663, Decree of the Government of the Russian Federation dated December 17, 2016 No. 1390.

For example: when setting the minimum amount of increased social scholarships for 2019, we are guided by the subsistence minimum for the whole of the Russian Federation for the fourth quarter of 2017, this is 9786 rubles, because. the formation of the scholarship fund for 2019 is carried out in 2018, and we, according to the Order of the Ministry of Education and Science of Russia No. 1663 of December 27, 2016, are guided by the IV quarter of the previous year, therefore, 2017.

THIS SCHOLARSHIP IS ASSIGNED ON THE BASIS OF THE STUDENT'S PERSONAL APPLICATION COMPLETED IN THE FORM OF THE DEPUTY DIRECTOR (DEAN) FOR EDUCATIONAL WORK OF THE INSTITUTE/FACULTY FROM THE DATE OF APPLICATION.

A STUDENT WHO DOES NOT PERSONALLY APPLY FOR THIS SCHOLARSHIP WILL NOT BE APPOINTED!

Scholarships for Russian students are significantly inferior to similar payments in developed European countries.

State assistance is all that a university student can count on, otherwise he will be forced to devote less time to study and be torn between pairs and part-time jobs.

Conditions must be created in the country that allow one to focus on knowledge, so a scholarship is a very burning issue.

The legislative framework

The procedure for paying scholarships is regulated by Article 36 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”.

A scholarship is a monetary payment awarded to a student in order for him to strive to master the corresponding educational course. Only the student and graduate student who has chosen the full-time department for study can count on receiving.

If we talk about the timing, then the scholarship should be paid at least once a month.

Kinds

Among the main types of scholarships can be distinguished:

  • academic;
  • for graduate students;
  • social.

Academic directly depends on academic performance and scientific work, and is assigned to students in need of social support.

scholarship fund - this is a source of payment of scholarships, the distribution of which is carried out on the basis of the charter of the institution and in the manner established by the council of the higher education institution. The approval of the document cannot be carried out without the student union and student representatives.

In order to be appointed academic scholarship , the head of the educational institution must sign the relevant order submitted by the scholarship commission. Such payment terminates 1 month after the student was issued an order to expel the student (due to poor progress or graduation). The scholarship committee may include a student union member or student representative. A student studying for "excellent", or "good" and "excellent", or only "good" can count on an academic scholarship.

Graduate student begins to receive a scholarship immediately after the rector signed the enrollment order. Further payments depend on the results of the annual assessment of knowledge (exams).

If a student or graduate student is very interested in educational and scientific activities and has achieved success in it, then he may be assigned increased scholarships. To do this, he needs to write an application to the dean's office and attach all the necessary documents to it.

Who is eligible to receive a scholarship?

The first scholarship is the most enjoyable moment for a student. Anyone who has entered a budgetary place, a full-time department, can count on the usual payment. If a freshman is or, then he should also be paid a social stipend.

Withdrawal can occur after any failed session.

Payouts

At present, scholarships of various kinds (15 titles) are paid on the territory of the Russian Federation.

The amount of this monetary allowance is such that it is unlikely that the student brethren can rejoice at it very much.

Graduate students, residents, interns and doctoral students receive a little more, but it is still very far from what is necessary. True, if a student or graduate student does not have any other source of income, then he has the opportunity to receive some additional scholarship. The most successful manage to receive about 20 thousand rubles a month.

Minimum Scholarship a student in a university is 1571 rubles, in a vocational school - 856 rubles. Despite the not very modest amount, a student studying in a higher educational institution without “triples” can receive about 6 thousand rubles. And if the passing of the session showed “excellent” results, then you can think about higher scholarship , the size of which in different educational institutions varies from 5000 to 7000 rubles. A similar payment for a graduate student ranges from 11,000 to 14,000 rubles. True, in order to receive such substantial scholarships, a student or graduate student must not only shine with knowledge, but also show interest in the social and sports life of the university.

Scholarship increase in 2018-2019

The Ministry of Education last year raised the issue of increasing scholarships for all students studying in educational institutions of the Russian Federation. During the debates, representatives of the Ministry of Education of Russia planned to increase student payments in 2018 by 4.0% which will remain in effect until the end of 2019.

During the first half of this year, it is planned to index scholarships by 6.0% (of inflation) for the 2017-2018 academic year. As a result, payments to students will be increased once again.

Scholarships for 2018-2019 academic years will increase in the following way:

  • for 62 rubles. for university students;
  • for 34 rubles. for students of technical schools;

A student of a state educational institution of higher and secondary education can also count on receiving government scholarship. To do this, the teacher's council of the institution must nominate several candidates (full-time department, budgetary basis), who are studying in the 2nd year (for the vocational school) and the 3rd year (for the university).
