A section of the northeast chord was opened. Northeast Chord

The construction of the section of the North-Eastern Expressway, which will connect the Entuziastov highway and Izmailovskoye highway, the city authorities intend to complete a year ahead of schedule - by the end of the first half of 2016. Such a statement by Moscow Mayor Sergei Sobyanin after visiting the construction site. The 4 km long overpass will consist of eight lanes - four in each direction, and traffic on it will be carried out in a traffic light mode.

The North-Eastern Chord itself should connect the Moscow-St.

Thus, the new road will connect major highways in the north-east of the city: Dmitrovskoye, Altufevskoye, Yaroslavskoye, Schelkovskoye, Entuziastov Highway and Open Highway. According to the project, the length of the chord will be about 25 km. As conceived by officials, the highway, which is not planned to be paid, should reduce the traffic load on the Moscow Ring Road, the Third Ring Road, outbound highways, and also on the center of Moscow.

The mayor of the capital noted that the construction of the section from the Entuziastov highway to the Izmailovsky highway is comparable in complexity and cost to the infamous Alabyano-Baltic tunnel.

“At one time, this was intended for the fourth transport ring, but the project would even be technically unfeasible. And this huge amount of construction would have gone to waste. Therefore, today we are trying to integrate it into the North-Eastern chord. We must leave the Enthusiasts Highway with these overpasses and so on by the end of the year, give the avenue full swing, ”Sobyanin said about the prospects. —

The site is under construction ahead of schedule. Although we have a contract for 2017, we still need to try to finish in 2016.”

The mayor's office believes that with the advent of this overpass, the transport accessibility of the Sokolinaya Gora, Izmailovo and Preobrazhenskoye districts, located in the east of the city, will improve. “As a result, we will have completed three sections of the North-Eastern Expressway, and then the task will be to connect these sections with each other, giving an entire new city highway,” the mayor added.

Recall that the construction of the first section of the North-Eastern Expressway began in 2008. To date, traffic is open on the Businovskaya interchange - Festivalnaya street, on the Kosinskaya interchange and the intersection of the chord with the Entuziastov highway before turning onto the 2nd street of Izmailovsky Menagerie.

It is worth noting that the construction of the chord caused dissatisfaction among the residents of the areas through which it passes.

Among the main claims to officials - the location of the route in the immediate vicinity of residential buildings (50-60 m), the massive demolition of garages (about 2 thousand boxes), cutting down part of the territory (according to the survey plan, about 10 hectares) of the historical estate of the Sheremetev family "Kuskovo", and also the risk of failure of the largest collector in Moscow, through which approximately 40% of all sewage in the city passes.

Experts say that the vibrations of the soil from the flow of cars can disable the collector, which will result in an environmental disaster for the city.

“We are by no means against the construction of the chord. The area is suffocating from traffic jams, it needs a good transport infrastructure, but during construction it is necessary to take into account the interests of residents under whose windows the highway will pass, ”say the townspeople who signed the petition against the road construction project.

Expert opinions on the North-Eastern Chord

“Any construction brings inconvenience to local citizens and displeases residents, whether it is the construction of a major highway or the replacement of pipes in the yard of a residential building,” Alexei Tuzov, First Vice President of the AvtoSpetsCentre Group of Companies, told Gazeta.Ru. - In this case, I believe that temporary inconveniences, such as cutting down trees or demolishing garages, are justified. In addition, after the completion of construction work, it is planned to carry out the improvement of the territories adjacent to the chord, including the planting of lawns, trees and shrubs and the creation of additional parking spaces.”

Mikhail Krestmein, head of the research and design department of transport and roads, considers it right that one of the first operating sections of the future chord will be an overpass between the Izmailovsky highway and the Entuziastov highway. “This is the most problematic place in the eastern sector of the city - there are practically no cross-links between highways and districts,” Krestmein told Gazeta.Ru.

The interlocutor noted that, since there are many large parks in the east of Moscow, all residents of the city are interested in this section of the chord.

“Certainly, the city needs chords, even if traffic jams occur on them,” Krestmein believes. - So we can say that the TTK was not worth building. But imagine what it would be like now in Moscow if all the cars from the Third Ring were lowered down. In recent years, we have been mainly engaged in the reconstruction of highways - for example, Kashirskoye and Varshavskoye highways. Now, large-scale construction of new roads has finally begun, which have enormous efficiency indicators, since they provide cross connections and are laid around the city center.

Oleg Skvortsov, President of the Association of Road Research Organizations RODOS, also supports the idea of creating chord systems in Moscow. “We see that the ring roads that were built under Luzhkov do not solve transport problems,” Skvortsov told Gazeta.Ru. —

The chord, unlike the ring, has outlets outside the city. In addition, if you lay several chords, then they can form the same ring as a result. Another advantage is that a conventionally straight road is shorter than a curve, which means it is cheaper to build.”

Northwest Chord

No less controversy and controversy causes construction in Moscow and another chord - the North-West. One of its sections, the Alabyano-Baltic Tunnel, drew criticism from experts and dissatisfaction with local residents.

About 800 trees and almost 1.5 thousand shrubs were cut down for the construction of the tunnel on Narodnogo Opolcheniya Street alone. The amount of compensatory landscaping turned out to be several times less. At the same time, the region has not really gone anywhere yet.

“In 2014, compared to 2010 and 2011, there was a significant deterioration in the average speed of movement,” says the report of the Cork Gate. - This deterioration following the opening of the Alabyano-Baltiysky tunnel in the direction from Alabyan Street to Bolshaya Akademicheskaya Street can be explained by the redistribution of transport demand from bypass highways to the North-Western Chord section, noting the presence of a gross design error, consisting in inadequately low throughput capacity of the highway under construction. As a result of a design error, the new highway has been overloaded with chronic congestion since commissioning.”

In June of this year, a scandal erupted again around the construction of a section of the chord in the Shchukino region, connected with the decision of the authorities to close the through passage on the section of Narodnogo Opolcheniya Street from the intersection with Marshal Vershinin Street to the intersection with Marshal Tukhachevsky Street. The so-called winchester tunnel will pass under the street of the People's Militia, where oncoming traffic flows will not move in parallel, but on top of each other.

In the first days after the closure, many kilometers of traffic jams formed in the area. Only residents of 13 houses, which are located directly on Narodnogo Opolcheniya Street in the overlap zone, were issued passes and allowed to move along this site. All other motorists are forced to make a detour, bypassing the construction site. According to Moscow officials, such a measure will reduce the construction period of the tunnel by one year.

Recall that for the first time the authorities thought about the construction of the North-Western Expressway back in 1971. However, the highway project was postponed, and officials returned to this idea only in 2011.

It is planned to complete the construction of the route in 2017. The length of the entire chord will be approximately 29 km - it will stretch from Skolkovo to Yaroslavl highway. According to the project, two bridges, seven tunnels, 16 flyovers and 47 pedestrian crossings will be built along the entire road.

In addition to the two high-speed highways mentioned in Moscow, it is also planned to build the Southern Rocade, which will run from Rublevsky Highway to Borisovskie Prudy Street.

All these highways have become an alternative to the fourth transport ring, the construction of which the city officials refused in December 2010 due to the prohibitive cost of the project - about 1 trillion rubles.

The schemes were also posted for review on the first floor of the Sviblovo district administration building. And the public hearings themselves are scheduled for August 20. Reconstruction of a huge area of the north-east of the city is to be large-scale and information about this will be useful not only for cyclists, but also for pedestrians and, of course, motorists.
Here are just a few proposed changes: near the Sviblovo metro station, all surface pedestrian crossings will be removed and a circular car traffic will be made, the street Amundsen want to continue to New Bering right across the square(!), at the crossroads Yenisei and Pilot Babushkin there will also be a roundabout of cars, and a huge six-lane overpass (the same chord) will become a new transit highway in our district. Now about everything in order.

Let's say right away that there is nothing in the submitted materials about the cycling infrastructure. In addition to the sign for bicycle parking near the TPU, on one of the diagrams, but where exactly they will be located, the designer could not answer. Actually, it's expected. However, let's try to parse the information that has already been published.

TPU "Sviblovo"

01. This is how the picture of what they are going to build looks like.

02. Although there are a lot of documents and various schematic images of TPU, it is not easy to figure out what is what.
This is how the plan of the entire territory to be reconstructed looks like

03. The most important document in the materials on TPU "Sviblovo" this one: "TERRITORIAL LAYOUT PROJECT OF THE TRANSPORTATION AND INTERCHANGE HUB (THU) SVIBLOVO SUE "MOSCOW METROPOLITEN".
The text is placed inside the file "Approved part. Corrected".

The very essence of what is planned to be done is in the Explanatory Note and it is written in a more or less understandable language.

This "note" will be published in full:

Explanatory note

on the planning organization of the territory and construction, reconstruction of capital construction projects. The territory allocated for the formation of a transport interchange hub is located on multifunctional public territories and sections of the street and road network in the area of the Sviblovo metro station.

The territory for the development of the planning project is 10.23 hectares.

The territory of the transport hub, allocated within the boundaries of the planning project, is 8.27 hectares.

The land surveying area of the transport interchange hub is 10.23 hectares. The formation of a transport interchange hub in the area of the Sviblovo metro station provides for:

  • construction of an underground-overground complex with service facilities with access to bus stop pavilions and the entrance to the metro station;

  • construction of stop pavilions with service facilities associated with the lobby of the metro station;

- construction of a hotel with accommodation on the first floor of an inter-district multifunctional center.

The transport solution of the TPU project includes the reorganization of the street and road network with a decrease in regulated intersections due to the arrangement of roundabouts at the intersection of Kolskaya, Novy Beringov proyezd, Amundsen and Raduzhnaya streets in accordance with the established red lines. For the convenience of moving passengers, the layout project proposes the organization of sheds over the subway and stop pavilions in order to provide a comfortable connection between the stops of the ground urban passenger transport and the entrances to the subway. At the ground level in the areas of the planned location of the TPU, the dimensions of buildings and structures are determined.

The project provides for changing the boundaries of the PK facility (No. 99-SVAO "Square at the intersection of Snezhnaya and Kolskaya streets") in accordance with the established red lines. The decrease in the area is fully compensated by the inclusion in the PC of plots No. 10, No. 11 and No. 14 with a total area of 0.40 ha.

04. What is written in this text? Perhaps the most important news is the loss of the square near the metro. The streetAmundsen"cut" the square, a roundabout car traffic will be made. There is little left of the green zone. The designer's representative assured us at the Council that the road would "go between the trees". Somewhere here...

05. And here too there will be a road

06. Or maybe you can successfully "embed" car traffic here!? In general, the square, it seems, will no longer exist. It's a pity.

07. Here is an interesting "scheme" from the presentation materials "as if" tells about the problems of pedestrians in this place.
It is not very clear who from the University of the Ministry of Internal Affairs walks along this arrow. On the contrary, they move more on the other side, near Shopping center "Sviblovo". But here the main thing is more red. Like "everything is bad here, but it will be good."

08. Another important topic is pedestrian crossings. This is what human flows look like in design documents.
The diagram is basically correct. That's just the desire to drive pedestrians "into the dungeon" is not the best option.

According to the project, all pedestrian ground crossings near the Sviblovo metro station are being converted into underground ones!!!

09. These land crossings will not be

10. This ground pedestrian crossing will also not be

11. It won't happen either

12. And this ground crossing will disappear. Everything underground!
Probably, car enthusiasts might like it. Well, what will pedestrians, cyclists, people with wheelchairs say?

13. Everything looks great in the pictures in the council. There are escalators to the street, and navigation, and even GROUND CROSSINGS with a zebra and a traffic light (look at the middle photo below)! Strange huh?! According to the plan, only underground passages, but the picture shows a normal passage and a zebra! At our remark, the representative of the designer shrugged his hands: "There are errors in the materials, it's true ... We have mixed up the name of the street on the map ... Sorry."
Although it would be more correct to cross out this photo with a zebra with a large red marker.

14. There is also a presentation in the council about green spaces. It is not clear where exactly this bench will be placed.

15. Probably in place Square a few trees will be left, they will find a place for a bench there.
The fact is that a few years ago, two shopping centers were built near the Sviblovo metro station. It is clear that now they will not be demolished, but they will expand roads and build facilities TPU now it is possible only at the expense of the last green territory, that is, at the expense of the Square.
This is what the "public space" at the metro looks like now. Massive malls...

16. Whether the famous "stop with a pine tree" will survive after all this construction "kneading" is also unknown ...

In general, this is TPU "Sviblovo" will build. It is important to have time to make comments and make suggestions. There are many questions: the fence of the house 28th Snowy(something needs to be done with it), hotel, parking lots, location of OT stops, etc.

Northeast chord

17. All information materials can be viewed. It is almost impossible to make out anything on the maps.

But if you download this file to your computer, you will get a very detailed map of our region and the places where the chord will go. You can look at the map itself and the objects marked on it for a long time: the magnification allows you to see some details...

18. Here, for example, a new type of street intersection was discovered Yenisei and Pilot Babushkin.
Here they want to organize a circular movement of cars

19. Cyclists, of course, are interested in how chord crossings will be organized at popular intersections: with Serebryakov passing through, with agricultural street, with street Wilhelm Pick, with street Snowy etc. By the way, the construction of such major highways always entails the reconstruction of adjacent streets.
For example, 1st Botanical passage according to the planning project for a new residential quarter, it will become a 4-lane highway ...

20. For example, now many cyclists and pedestrians use these ground crossings near the 1st Botanical passage. What will happen after the erection of the chord is unclear.

21. The further cycling route to the side is also important VDNH: under the canvas MKZD and along the construction China Business Center. Now there are few pedestrians and it is convenient to pass by bicycle. How will cycling flows be organized in this section after such a large-scale construction of the chord and TPU "Botanical Garden" not yet reported.

Questions about how car traffic, cycling and pedestrian traffic will be organized should be asked to designers now. As part of the Public Hearings, incl. And considering also the plans of the city authorities to build several more huge residential areas in the north-east of the capital (you can read about this and), it can be assumed that in the coming years both car traffic and bicycle routes and the existing pedestrian infrastructure in these areas of the city can greatly change. In what direction - we will see very soon.

For those who are not on vacation), here are the details of the Public Hearing:

meetings participants in public hearings will be held on August 20, 2015 at 19:00 at the following addresses:

According to the project for planning the territory of a linear object of the street and road network: a section of the North-Eastern chord from Otkrytoye Highway to the Yaroslavl direction of the Moscow Railway, including the reconstruction of the Bogorodsky overpass.

Motor traffic has been opened along the section of the North-Eastern Expressway from the Entuziastov Highway to the Moscow Ring Road, Moscow Mayor Sergei Sobyanin said today.

“I could not deny myself the pleasure - I drove from the Kosinskaya interchange to the Enthusiasts highway, the highway turned out to be first-class. In fact, this is one of the most difficult sections of the North-Eastern Expressway, in itself very difficult in terms of engineering, the longest overpass in the city - 2.5 km of a straight line,” said S. Sobyanin.
On the new route, you can drive from the Kosinskaya overpass on the Moscow Ring Road to the Open Highway. Now in Moscow there is a traffic lightless road 20 km long (taking into account previously introduced sections).
The construction of the section of the North-Eastern Expressway (SVKh) from the Entuziastov Highway to the Moscow Ring Road began in February 2016 and was completed in September 2018.
The traffic lightless highway runs from the temporary storage warehouse section at the intersection with the Entuziastov highway, then from the north side of the Kazan direction of the Moscow Railway to the exit to the Moscow Ring Road (Kosinskaya overpass).
A total of 11.8 km of roads were built, including six overpasses with a total length of 3.7 km. As part of the site, the longest overpass in Moscow was built, 2.5 km long, from the Plushevo platform of the Moscow Railways to the overpass-exit from the street. Perovskaya at temporary storage warehouse. In addition, a flyover has been erected, from which you can drive off the chord to Perovskaya Street.
From the side of residential development in the area of Kuskovskaya and Anosova streets, as well as near the Church of the Assumption of the Blessed Virgin Mary in the Veshnyaki district, noise barriers 3 meters high were installed for more than 1.5 km.
“This is one of the most difficult areas. 60% of the route passes over the communications of Mosvodokanal. We had to do a lot of work to strengthen these communications over a distance of 12 kilometers,” said Petr Aksenov, First Deputy Head of the Moscow Department of Construction.
Pedestrians have also been taken care of. The new crossings will make it easier to get to the Vykhino metro station, the Vykhino and Plyushchevo platforms, the Assumption Church and the Veshnyakovskoe cemetery.
The launch of the new section of the expressway will make it possible to distribute traffic flows and reduce the load on Ryazansky Prospekt, Entuziastov Highway and Shchelkovskoye Highway, as well as on the eastern sectors of the Moscow Ring Road and the Third Ring Road.
The transport situation in the southeastern and eastern sectors of the city will improve significantly, and entry into the central part of the capital will be simplified for residents of the Kosino-Ukhtomsky and Nekrasovka districts located outside the Moscow Ring Road, and residents of Lyubertsy near Moscow.

Recall that the North-Eastern Expressway will run from the M11 Moscow-St. Petersburg highway to the Kosinskaya overpass (interchange at the intersection of the Moscow Ring Road with the Veshnyaki-Lyubertsy highway).
The length of the temporary storage warehouse will be about 35 km. The road will pass through 28 districts of Moscow and 10 large industrial zones, which, with its arrival, will have an opportunity for development.

In 2019, Muscovites will be able to drive along the North-Eastern Expressway. The highway, 35 kilometers long, will run from the new M11 Moscow-St. Petersburg highway to the Kosinskaya overpass (interchange at the intersection of the Moscow Ring Road with the Veshnyaki-Lyubertsy highway).

The chord will connect the major highways of the city - the Moscow Ring Road, the Enthusiasts highway, Izmailovskoye, Shchelkovskoye, Otkrytoe, Yaroslavskoye, Altufevskoye and Dmitrovskoye highways. That is, the north, east and southeast of the capital and the nearest cities of the Moscow region will be able to travel to each other without turning into the center. For example, it will be possible to get from Lyubertsy to Yaroslavl Highway without traffic lights in just 15 minutes.

By the end of this year, one of the most difficult sections of the chord will be launched - from the Entuziastov highway to the Izmailovsky highway. It has been under construction since 2008. Drivers are already driving here on the segment from Perovskaya Street to Izmailovsky Highway. In addition, there are exits on the Enthusiasts Highway towards the center and towards the region.

To ensure normal traffic, 15 overpasses with a total length of almost 10 kilometers are to be built at the interchange of the North-Eastern Chord with Entuziastov Highway and Budyonny Avenue, Mayor Sergei Sobyanin said during a recent inspection of the construction site. - I hope that the main works will be completed by the end of the year. Construction equipment will leave the Enthusiasts Highway and Budyonny Avenue.

The section route will run along the tracks of the Moscow Central Ring (MCC) and cross the Entuziastov highway near the metro station of the same name. Now construction and reconstruction are taking place not only on the highway itself, but also on neighboring Perovskaya Street, Anosova Street, Elektrodny Proezd and local driveways. Five overpasses are already ready. By the end of this year, five more flyovers, five pedestrian crossings, as well as 7.3 km of tram tracks will appear.

After the launch of this section, the Izmailovskoye and Shchelkovskoye highways, the Entuziastov highway and Budyonny Avenue will be unloaded. At the same time, transit traffic will open from Perovskaya Street to the North-Eastern Chord and further to the Sokolinaya Gora, Preobrazhenskoye, East and North Izmailovo areas. As a result, it will become easier for Enthusiasts to drive on the highway.

The northeastern chord was divided into seven sections (see diagram). Of these, two have already been completed - from the Businovskaya transport interchange to Festivalnaya Street, from Izmailovsky to Shchelkovskoye Highway (except for the tunnel under Shchelkovskoye Highway). Three more sections are currently being built - from the Moscow Ring Road to the Entuziastov highway, from the Entuziastov highway to Izmailovsky highway, from Festivalnaya street to Dmitrovskoye highway.

At the end of 2018, it is planned to open a 5-kilometer section from Festivalnaya Street to Dmitrovskoye Highway. Four overpasses, five kilometers of exits from them, an overpass over the railway and a bridge across the Likhoborka River will be built here. The road will have 3-4 lanes for traffic in each direction. As a result, it will become more convenient for residents of the northern districts of Moscow - Golovinsky, Koptev and Timiryazevsky.

In the future, in the north of the capital, the North-Eastern chord will be connected with the North-Western chord (it will run from Skolkovo to Yaroslavl highway). To do this, they will build a turnaround overpass on Bolshaya Akademicheskaya Street, ramps and side passages along the Oktyabrskaya railway. The main major roads linking different parts of the city are going to be completed in the next year or two.

In 2018, we will complete the North-Western Expressway, which will actually cross the entire city from north to west, said Moscow Deputy Mayor Marat Khusnullin. - By the beginning of 2019, except for one or two sections, we will build the North-Eastern Expressway. At the same time, we will complete the construction of the South Rokada. This is an extension of the Rublevsky highway, a connection with Proletarsky Prospekt and then an exit to the Moscow Ring Road. These three key roads should replace the fourth transport ring.

SPECIFICALLY

The North-Eastern chord will stretch from Businovskaya interchange to Festivalnaya street, Dmitrovskoye, Yaroslavskoye highway. Then it will cross Otkrytoye, Schelkovskoye, Izmailovskoye highways and enter the section of the fourth transport ring under construction from Izmailovsky highway to Entuziastov highway.

From the Entuziastov highway, the chord will go to the interchange of the Moscow Ring Road with the Veshnyaki-Lyubertsy highway, then to the borders with the region for connection with the Moscow-Noginsk-Kazan federal highway.

The authorities decided to put another scar on the body of Moscow - to build the North-East Expressway. So far, only the draft layout of the future route is ready, let's see how the next billion rubles will be spent.

01. General view of the site:

02. Regarding the entire area:

03. Well, now in more detail, prepare your imagination, let's go from Yaroslavka, because for some reason the tracing through the national park (!!!) was not invested in the project:

04. Past the Botanical Garden:

05. Vladykino:

06. Separation (or vice versa convergence - depending on how you look) TSW and SZH:

07. Sections of several places:

08. TPU in the direction of travel:

09. Features:

Surprisingly, even not a single underground / overhead passage sounds somehow implausible.

10. And now the socio-economic justification. Although it is not clear where social is meant here, I see only economic calculations, neither the social effect, nor the transport effect in the future:

11. Although I’m lying, there are transport calculations, it has already been calculated where there will be traffic jams in the future:

What can I say ... for some reason I wanted to drink from grief. But if in the case of the North-Western Chord, which walked along ordinary streets, and from which it was decided to make a semblance of a highway, despite the inhabitants, where I still wanted to exile all those responsible to North Korea, then there is only a drink. Unlike the SZH, this chord for the most part goes along and along the industrial zone:

Apparently because of this, there will be no off-street crossings, and public transport on the chord is also not provided.

BUT in fact, this road distributes all traffic from the M11, only if the M11 is a toll road, this one will be free, that is, it will actively stimulate car use, and will also distribute a huge flow of cars around the city, for example, if earlier a resident of Khimki or another suburb of Moscow Tver, if they would go to the city by train or public transport, now they will go by car. Also, monstrous junctions obviously will not decorate the city and will not unload the exit streets. Although, there is a tiny chance that after the introduction of this chord, it will finally be possible to close the northeastern section of the Third Ring, turning it into a normal street.

In any case, instead of investing money in socially useful projects (yes, at least for linking UDS between districts), these will go to roads and traffic jams. But the Gray Cardinal is satisfied - the builders will be able to master the budget for a couple more years.

PS On Thursday, August 20, hearings on this project will be held in Ostankino, Rostokino and 3 other districts, I suggest that residents take care of this now.
